RESOLUTI ON NO. _ 89-83
Designating the Council of Governments as
Lead Agency in the Drayton Harbor Watershed Management Plan
WHEREAS, the Watershed Ranking Committee ranked the Drayton
Harbor Watershed the number one watershed in the county needing
study, and;
WHEREAS, the Council of Governments has applied for funding
on behalf of the City of Blaine with support from other affected
agencies, and;
WHEREAS, the local match for this project can come entirely
from the above referenced supporting agencies and the City of
Blaine, and;
WHEREAS, the Department of Ecology has proposed for funding
a watershed management plan subject to the designation of a public
agency as the lead agency, and;
NOW, THEREFORE, BE IT RESOLVED, that the Whatcom County
Council designates the Whatcom County Council of Governments as the
lead agency and,
BE IT FURTHER RESOLVED that the Drayton Harbor Management
Committee shall have as one of its members a Whatcom County
Councilperson and,
BE IT FURTHER RESOLVED that the Planning Department will
participate as a committee member and will be involved in the plan
development phase of the project.
