5 A RESOLUTION IN THE MATTER OF
6 SUBMITTING TO THE VOTERS OF THE
7 SUMAS RIVER FLOOD CONTROL ZONE DISTRICT,
8 A PROPOSAL TO AUTHORIZE A ONE YEAR EXCESS LEVY IN 1990
9 FOR MATCHING FUNDS TO CONDUCT FLOOD CONTROL WORK ON THE SUMAS RIVER
10 WHEREAS, a 225 acre silt slide. on Sumas Mountain is depositing
11 sediment in the Sumas River and its tributaries, causing flooding
12 that shortens the farming season; and
13
WHEREAS,
the
Citizen's
Advisory Committee for the Sumas River Flood
14
Control
Zone
District
has requested the Council to place an excess
15
levy on
the
ballot to
provide matching funds for the flood control
16
project;
and
17
WHEREAS,
RCW
84.52.052
authorizes the District to exceed existing
18
property
tax
levy limits
when approved by the electors; and
19 WHEREAS, the County Council acting in its capacity as the governing
20 body of the flood control zone must pass a resolution to get the
21 excess levy on the ballot;
22 NOW, THEREFORE BE IT RESOLVED, the Whatcom County Council shall
23 present to the Auditor's Office a proposition to be placed on the
24 ballot for the election to be held on the 7th of November, 1989 and
25 said proposition shall state as follows:
26 SUMAS RIVER FLOOD CONTROL ZONE DISTRICT LEVY
27 Shall the Sumas River Flood Control Zone Distri &t impose a one- -time,
28 one year excess property tax levy in 1990, for matching funds under
29 the Flood Control Assistance Program to begin cleaning up and
30 prevent further sedimentation of the Sumas River, in the amount of
31 $50,000 for an approximate levy rate of $ .57 per $1,000 assessed
32 value (based on 100% of true and fair value) as specified in
33 Resolution # ?
