PLANNING 5 6 5 DATE: 9 -7 -89 a.VY1 PMLt� -6�- RESOLUTION NO. 89-76 A RESOLUTION REGARDING THE CLASSIFICATION AND UTILIZATION OF MAGRATH ROAD WHEREAS, Magrath Road as presently developed has been planned to be extended to the north and south by both Whatcom County and the City of Bellingham; and WHEREAS, development activity in the area has made these connections a reality and created an awareness and concern by some of the residents in the subdivision of Tweed Twenty, particularly those living along Magrath Road; and . WHEREAS, a petition was received from 216 residents in the area requesting Magrath Road not be connected on the north and south ends creating a through street; and WHEREAS, the County Council caused to be prepared a resolution calling for vacation of a portion of the north end of Magrath Road and held a hearing on this matter on July 20, 1989; and WHEREAS, the Engineering Division and the Planning Department recommended against the closure and more particularly the County Engineer did not find that the road was useless; and WHEREAS, based on the testimony at the July 20, 1989 hearing, the County Council recognizes a serious problem for the people living along Magrath Road, but also recognizes that vacation is not a preferred option; and WHEREAS, this issue has been discussed at subsequent Council committee meetings and a joint meeting of City and County staff; NOW THEREFORE BE IT RESOLVED by the Whatcom County Council as follows: 1. The Council declares its intent not to pursue vacation of any portion of Magrath Road as not being an option legally available. 2. The Council recognizes the concerns of the citizens in the area and directs the administration as follows: a. Reclassify Magrath. Road as a local access road and in area circulation planning work to hold down the volume of traffic on Magrath Road as a major goal in addition to the specific items listed below. b. No direct connections of Magrath Road to Mount Baker Highway shall be allowed at any time. C. Take immediate necessary steps to amend the Urban Fringe Subarea Plan to consider a connection from Mount Baker Highway to the city of Bellingham's proposed Westview Street as a collector level north -south road to serve the area between Woburn Street and Britton Road. d. When Magrath Road is connected to McLeod Road to the north, provide a stop sign on Magrath Road at the intersection. e. When construction begins for a connection to Magrath Road at either end, initiate the process to provide three -way stops at the following intersections to impede through traffic movements: (1) Magrath Road and Lahti Drive; and (2) Magrath Road and Spring Coulee Road. f. Utilize the pending transportation study for Northern Heights as base information to pursue any other reasonable options to preclude through traffic on Magrath Road. g. Include in the scope of work for the joint City- County review of the Urban Fringe Subarea plan, an element examining traffic circulation in this area with the goal outlined in "a." above given prime consideration. h. The developer of Northern Heights shall provide a horizontal jog separation in Magrath Road alignment at its intersection with McLeod Road. 0 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 FILE REF: Magrath Road VL ,tion Page 2 All future alignment designs of Magrath Road, north and south, of Tweed Twenty shall avoid long straight tangents, and shall maximize circuitous routing and shall maintain minimum width Improvement standards. The Public Works Department shall install the maximum number of stop signs at all east -west intersections along Magrath Road. k. The Engineering Department shall conduct a traffic count on Magrath Road prior to connection to McLeod, and connection to Burns Way and shall conduct a similar study six months following such connections. If the subsequent traffic count indicates an increase of more than 50 percent, the subject of traffic on Magrath Road shall be re- referred to the County Council for review and consideration.
