HomeMy WebLinkAboutres1989-0491 2 3 4 5 6 7 8 9 10 11 12 3 14 15 is 17 18 19 20 21 22 23 24 'S 26 LENS /LUMMI ISLAND INTRODUCED BY: Consent PGMA Grant App. PROPOSED BY: PLANNING DATE: 5 -18 -89 RESOLUTION NO. 89-49 A RESOLUTION SUPPORTING THE DESIGNATION FOR TWO AREAS OF WHATCOM COUNTY AS GROUNDWATER MANAGEMENT AREAS AND AUTHORIZING THE ADMINISTRATION TO APPLY FOR FUNDS FOR PLANNING AND MANAGEMENT FOR THE GROUNDWATER IN THESE AREAS WHEREAS, the County has limited supplies of both surface water and groundwater, which are vital to all residents of the county; and WHEREAS, existing quality and quantity problems indicate that future growth in the county may be restricted if water resources are not protected; and WHEREAS, the waters of the county are waters of the state and belong to all citizens of the state; and WHEREAS, the State has developed a mechanism for funding projects to protect water quality; and WHEREAS, the LENS (Lynden, Everson, Nooksack and Sumas) area shares water resources with Canada and adequate information is needed for cooperation in protecting the resource; and WHEREAS, the LENS area is home to 15% of the County's population and contains about one fourth of its developable land and about 90% of its commercial agriculture as well �as the four cities which have concerns about both quality and quantity of their present and future water supplies; and WHEREAS, Lummi Island residents are almost totally dependent upon groundwater for their water needs; and WHEREAS, Lummi Island has no other water resource to sustain its population than limited recharge from precipitation; NOW, THEREFORE BE IT RESOLVED BY THE WHATCOM COUNTY COUNCIL AS FOLLOWS: 1. The Council authorizes the administration to apply for Centennial Clean Water Fund grants for both the LENS area and Lummi Island to protect the groundwater in these areas; and to work in cooperation with the four cities, other appropriate agencies, and the residents of these areas in preparing adequate groundwater protection measures.
