A RESOLUTION APPROVING A COMPREHENSIVE COUNTY -WIDE RECYCLING PROGRAM AND
AUTHORIZING SUBMITTAL OF GRANT APPLICATIONS TO THE REFERENDA 26 AND 39 GRANT
PROGRAM FOR WASTE REDUCTION AND RECYCLING
WHEREAS, the County of Whatcom has a public responsibility to minimize
environmental and public health risks associated with disposing of the County's
solid wastes; and
WHEREAS, the Cedarville Landfill is quickly approaching capacity; and
WHEREAS, a new landfill or other disposal options will take years to site
and construct; and
WHEREAS, the State of Washington has established solid waste management
in order of descending priorities as 1. Waste Reduction, 2. Waste Recycling,
3. Energy Recovery, and 4. Landfill; and
WHEREAS, the Whatcom County Solid Waste Advisory Committee and Whatcom
County C6unciI have received presentations from Environmental Resource Services
on a set of recommendations establishing a comprehensive County-wide recycling
program; and
WHEREAS, this recycling program w'Ill significantly improve the County's
environment by minimizing pollution and titter, saving energy, saving virgin
resources, and diverting large quantities of materials from the waste stream;
and
WHEREAS, this recycling program wiiI cost less to operate per ton than
disposing of potentially recyclable materials in landfills and incinerators; and
WHEREAS, the Washington State Department of Ecology has announced a
Referenda 26 and 39 Grant Program for Waste Reduction and Recycling to be used
for capitalization and pre- construction design of recycling programs;
NOW, THEREFORE, BE IT RESOLVED by the Whatcom County Council that:
1. Whatcom County shall adopt recycling programs to be included into the
Whatcom County Comprehensive Solid Waste Management Plan draft. These programs
will provide the framework to meet the County's goal of significant waste
reduction and recycling and shall include at a minimum the following:
A. That the County adopt recycling service levels to include
residential and non - residential curbside collection of recyclables
to include newspaper, glass, aluminum cans, tin cans, scrap metal,
mixed waste paper, motor oil and batteries. Curbside collection
shall occur in all areas where such collection is economically
viable. The economic evaluation shall include, but not be limited
to the true avoided costs of collecting and disposing of these
materials at the nearest landfill or incinerator. Programs will be
in place by December 31, 1990.
B. That the County open an Interim compost site to the public at
the Cedarville Landfill or other centrally located convenient site
by April 1, 1990, or as soon thereafter as possible.
C. That the County establish a permanent site or set of sites for
composting facilities and programs by April 1, 1991.
D. That the county establish a residential yard waste collection
program where economically viable by April 1, 1991 as determined by
a County- sponsored design study to be submitted to the County
Council by April 1, 1990. The economic evaluation shall include,
but not be limited to the true avoided costs of collecting and
disposing of these materials at the nearest Ian.dfIII or incinerator.
E. That the County establish a County -wide backyard composting
program to be in place by April 1, 1991.
F. That the County develop a material exchange program for the
collection of reuseables to be available at the landfill site or at
another appropriate site.
G. That the County establish a program which collects and ships
tires from Cedarville and the new landfill to processing facilities
for recycling or energy recovery to be implemented by November 1,
1990.
2. The County administration is requested to submit a grant application by
June 9, 1989 to the Washington State Department of Ecology's Referenda 26 and
39 Grant Programs for Waste Reduction and Recycling (Phase 1) to obtain money
for'the following:
A. Demonstration project fund "A" above, establishing curbside
recycling service levels and drop -off boxes.
B. Pre - construction design project "C through H" above,
establishing composting, material exchange, battery and tire
recycling programs.
3. The County administration is requested to submit Phase 2 applications for
funding of recycling programs that are economically viable as determined by the
results of the pre - construction design study.
