RESOLUTION NO. 89-37
A RESOLUTION AUTHORIZING THE EXECUTIVE TO EXECUTE A JOINT POWERS AGREEMENT
WITH THE CITY OF BELLINGHAM FOR A LAKE WHATCOM RESTORATION PROJECT
WHEREAS, in 1982 a Lake Whatcom Watershed Phase I Lake Restoration Study was
initiated with Referendum 39 funds; and
WHEREAS, a technical study and management plan were completed in 1987 and
accepted by Resolution 87 -55 passed on November 19, 1987; and
WHEREAS, this resolution directed the Executive to investigate recommended
actions in the plan, work with the City of Bellingham on implementing a management
:.structure and, have the Planning Department apply for a Phase II Lake Restoration
Grant; and.
WHEREAS, several priority needs were identified, and an intergovernmental Lake
:.- :Whatcom Watershed Committee was established by a joint resolution passed November 3,.
1988, composed of three members each from the City and County Councils, one
representative of Water District 10 and one representative from the Health District
Board; and
WHEREAS, the Planning Department has prepared a Phase II grant application
addressing eligible priorities needs as established by the committee; and
WHEREAS, the City of Bellingham has agreed to take the lead agency role in
managing the grant which will be a joint effort between the City and the County; and
WHEREAS, a joint powers agreement has been drafted which establishes the
respective roles of each party;
NOW THEREFORE BE IT RESOLVED BY THE WHATCOM COUNTY COUNCIL:
1. The Council acknowledges and approves in concept the Referendum 39 Lake
Restoration Phase II grant application which will be officially submitted by the
City of Bellingham to the Department of Ecology.

2. The Council authorizes the Executive to execute the joint powers agreement with
,the City of Bellingham which commits the County to $16,664 of in -kind services
as Whatcom County's local share.
