4 AMENDING BELLINGHAM CITY COUNCIL RESOLUTION 46 -88 AND WHATCOM
5 COUNTY COUNCIL RESOLUTION 88 -55, CLARIFYING MEMBERSHIP OF THE JOINT
6 LAKE WHATCOM WATERSHED COMMITTEE

7 WHEREAS, an intergovernmental committee known as the Lake Whatcom
8 Watershed Committee was formed by joint resolution in November, 1988; and
9 WHEREAS, since that time the Beliingham- Whatcom County Health District
10 has become the Whatcom County Health Department; and
11 WHEREAS, it is the intent of the County and City Councils that a member .
12 of the newly- created Health Advisory Committee be represented on this joint `f
13 Lake Whatcom Watershed Committee;
14 NOW, THEREFORE, BE IT RESOLVED by the Whatcom County Council that the I:
15 Lake Whatcom Watershed Committee membership shall consist of the following
16 representation: Three Bellingham City Council members, three Whatcom County
17 Council members, one representative of Water District No. 10, and one

RESOLUTION N0. 24 -89
A RESOLUTION AUTHORIZING THE MAYOR TO EXECUTE A JOINT POWERS AGREEMENT
WITH WHATCOM COUNTY FOR A LAKE WHATCOM RESTORATION PROJECT.
WHEREAS, in 1982 Phase I of a Lake Whatcom Watershed Lake Restoration
Study was initiated with Referendum 39 funds; and
WHEREAS, a technical study and management plan were completed in 1987
and several priorities identified; and
WHEREAS, a grant application for Phase II of the study has been
prepared which addresses eligible priorities and needs as established by
the Lake Whatcom Watershed Advisory Committee; and
WHEREAS, the City of Bellingham has agreed to take the lead agency
role in managing the grant, which will be a joint effort between the City
and the County; and
WHEREAS, a joint powers agreement has been drafted which establishes
the respective roles of each party;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL AS FOLLOWS:
1. The Council authorizes the Administration to submit the Referendum 39
Lake Restoration Phase II grant application to the Department of
Ecology.
2. The Council authorizes the Mayor to execute the joint powers
