2 RESOLUTION NO. 89 -25
3 CLARIFYING MATTERS RELATING TO THE DEVELOPMENT OF
4 THE COMPREHENSIVE SOLID WASTE PLAN AND
5 OTHER SOLID WASTE ISSUES
6 WHEREAS, RCW 70.95.080 requires each county within the state to prepare
7 a coordinated comprehensive solid waste management plan; and
8 WHEREAS, it is imperative that the county develop an acceptable
9 comprehensive solid waste plan as expeditiously as possible; and
10 WHEREAS, the development of such a plan requires a step -by -step
11 acquisition of information, professional analysis of information, the orderly
12 application: of relevant and appropriate information acquired to draft language
13 as each section of the plan is written; and
14
WHEREAS,
the county
administration has heretofore been delegated the
15
responsibility
to prepare
the plan for acceptance, and the County Council's
16
function is to
set policy,
advise, review the plan's development, and approve
17
the final plan;
and
18 WHEREAS, the Whatcom County Code stipulates that the Solid Waste
19 Advisory Committee (SWAC) shall "provide for co- ordination and information
20 exchange (among its constituent groups) and provide ongoing public input and
21 advice to Whatcom County on solid waste management issues;" and
22 WHEREAS, the specific delineation of authority between the county
23 administration and the SWAC, and the clarification of the authority of Council
24 members to speak for the Council on solid waste issues will help expedite the
25 process;
26 NOW, THEREFORE, BE iT RESOLVED that the administration is hereby autho-
27 rized and requested to manage the development of the comprehensive solid waste
28 plan, including, but not limited to accumulation of background information and
29 data and actual drafting of the plan, with the County Council setting policy,

2 advising, and reviewing its development; and
3 BE IT FURTHER RESOLVED that the administration shall schedule meetings
4 of the SWAC and shall set its agendas; and
5 BE IT FURTHER RESOLVED that only the County Council Chairperson is
6 authorized to speak as representing the Council's official position on matters
7 regarding solid waste planning; it is normally expected that such
8 representations shall be in writing.
