HomeMy WebLinkAboutres1989-006forestry.res INTRODUCED BY: Warner PROPOSED BY: Warner DATE: 2 -7 -89 RESOLUTION NO. 89 -06 REGARDING FORESTRY PRACTICES WITHIN THE LAKE WHATCOM WATERSHED WHEREAS, protection of Crater quality is of interest and concern for all governmental organizations involved In Lake Whatcom matters; and WHEREAS, forestry constitutes more than 83 percent of the land use in the Lake Whatcom Watershed; and WHEREAS, numerous studies have made recommendations regarding logging practices to protect the watershed; and WHEREAS, no local governmental agency presently has the comprehensive authority to regulate logging activity in the watershed; and WHEREAS, the new Washington State regulations and recommendations for forest practices (T /F /W) and the Forest Practices Act of 1974 do not address the unique combination of environmental factors present in the watershed; and WHEREAS, the clean -up costs of environmental problems resulting from inadequate logging practice enforcement, and the liability for improper management practices will be borne by Whatcom County, the City of Bellingham, and Water District 10; and WHEREAS, logging practices currently permitted by the Forest Practices Act can lead to irreparable damages to the Lake Whatcom Watershed; and WHEREAS, there is risk for public health, safety, and recreation in the Lake Whatcom Watershed if current levels of logging practice review by the state Department of Natural Resources and County officials continue. NOW, THEREFORE, BE IT RESOLVED that Whatcom County shall examine and shall consider appealing the forest practice permit applications filed with the Washington State Department of Natural Resources for logging within the Lake Whatcom Watershed whenever the classification of such practices does not permit adequate study of the environmental impacts prior to the issuance of a Forest Practices Permit.
