A RESOLUTION IN THE MATTER OF ADOPTING
A SALARY SCHEDULE FOR THE UNREPRESENTED
WHATCOM COUNTY EMPLOYEES FOR THE YEAR 1991
WHEREAS, it is necessary to establish the salaries for the
unrepresented employees; and,
WHEREAS, the Whatcom County Council hereby adopts the concept of a
salary matrix of thirty ranges and fifteen steps in each range as
the basis of establishing salaries for a majority of the unrepre-
sented employees; and,
WHEREAS, the Council intends that the Administration should place
unrepresented employees within the proper range and step according
to the needs of the Administration and internal equity considera-
tions in order to recruit and retain competent, motivated and pro-
fessional employees;
NOW, THEREFORE, BE IT RESOLVED:
1. The term "unrepresented employee" shall include elected and non -
represented employees. That the term "elected official" shall
include only those officials elected pursuant to the provisions of
the Whatcom County Charter and Washington State Law. The term "non -
represented employee" shall include all other unrepresented
employees.
2. The monthly salaries of the Whatcom County Elected Officials
shall be established herein as follows:

RESOLUTION - 1
3. The elected officials salaries as identified above shall remain
at the same fixed percentage of the Prosecuting Attorney's salary
for the next five years, through 1995, at which time a review shall
take place considering the appropriate percentages, when compared
with similar counties. The 1991 salaries identified will be
increased by any cost of living increase given to the other exempt
employees.
4. The monthly salaries of the unrepresented employees shall be
established within the ranges and steps provided in Exhibit A, the
Exempt Salary Matrix.
5. Those unrepresented employees not on the salary matrix shall be
paid as follows:

6. All changes in salaries and benefits under this resolution shall
become effective January 1, 1991.
7. The eligible unrepresented employees shall be granted the
following benefits, and the benefits shall include full premium
contribution for the employee, spouse, and dependent children of the
employee.
a. Health and Welfare benefits under the Whatcom County Self
Insured Plan providing the same level of benefits as provided the
members of the Inside Collective Bargaining Unit covered by the
Plan, including prescription drug care.
b. Dental insurance comparable to the Teamster's Dental Trust
Program.
C. Vision care comparable to the Teamster's Vision Care Trust
Fund (standard care plan) currently in effect.
d. Life insurance in the face amount of each unrepresented em-
ployee's annual salary, rounded to the nearest thousand dollars,
with a maximum of $50,000. (Dependent coverage is paid by the
employee).
8. County payment of premium for benefits of unrepresented
employees be made on behalf of employees who receive compensation
during a calendar month. Compensation is defined for this purpose
in this Resolution as payment of wages for work performed, vacation,

accrued sick leave, or other paid leave; provided that said work,
vacation, and /or other paid leave must equal or exceed payment for
one - hundred and twenty (120) hours in a calendar month. Income re-
sulting from an industrial injury to a maximum of twelve (12) months
from the date of the injury shall also be credited as compensation.
9. Step Movement Progression: Within the Exempt Salary Matrix, all
steps shall be awarded on the basis of adequate performance. Any
new hires or promotions assigned in January through June 30th, move
to the next step the following January 1st. Any new hires or
promotions assigned from July through December, move to the next
step on the following July 1st. Movement to all subsequent steps
shall occur on January 1st and July 1st, provided performance is
determined to be adequate. Reclassifications shall normally be
given on January 1st of each year. Individuals who are promoted or
reclassified into a higher position shall move to the new range that
provides at least a 3.8% increase in pay.
10. For the purposes of sick leave benefits, bereavement leave, jury
duty, military leave, and paid holidays, non - represented employees
shall be entitled to the same benefits as outlined in the Inside
Collective Bargaining Agreement, provided that the eligibility
requirements of the Inside Contract are met; and provided further,
that the provisions for overtime payment apply only to non -
represented employees who are covered by the Federal Fair Labor
Standards Act.
11. For the purposes of vacation
employees shall be entitled to vacat

Vacation days may be taken as accrued. No more than 30 vacation
days may be carried forward from one year to the next, unless prior
Executive approval is obtained. The express purpose of vacation
leave is to allow employees to take time away from work to relax,
become broader humans and attend to personal matters. It is the
policy of Whatcom County that its non - represented employees shall
take the regular vacation time allocated each year for the good of
the County and the employee.
By mutual agreement between the exempt employee and immediate
supervisor, and approval of the County Executive, up to forty (40)
hours of vacation can be cashed out each calendar year.

12. Should the County ever be affected by a strike of its
employees, the County Executive is empowered to authorize overtime
pay for non - represented employees during the period of the strike.
NOW, THEREFORE, BE IT RESOLVED that Resolution No. 89 -98 is hereby
rescinded effective January 1st, 1991, and this Resolution shall
become effective that same date.
