Yes /_/ No /XX/ SUMMARY STATEMENT: Since the Department of Community Development representatives were here on September 24th, representatives from each of the cities, the COG and the County have been meeting regularly to work out a multi -year regional strategy as required. The attached resolution with summary, the detailed breakdown for the County and the narrative are the result of these meetings. The bottom line for the County is that we will receive 105,700 dollars. We will also be providing some services to the cities as part of this funding. RECOMMENDED ACTION: Adopt attached resolution. WHEREAS, a Growth Management Act (ESHB 2929) was passed by the 1990 Legislature requiring planning activities for local governments in selected counties and appropriating funds to help with the planning effort; and WHEREAS, the Department of Community Development allocated this money based on a population formula with the share for the jurisdictions in Whatcom County amounting to $255,350 for the first fiscal year; and WHEREAS, this money is available and will be distributed on a quarterly basis subject to at least 60 percent of the local governments representing at least 75 percent of the total county population agreeing to a multi -year regional strategy; and WHEREAS, representatives from the Cities, the Council of Governments, and the County have been meeting on a weekly basis to develop this strategy; and WHEREAS, a copy of the multi -year strategy is attached in the form of a summary of tasks, schedule, and costs for all jurisdictions; and a detailed list of tasks, schedule, and costs for unincorporated Whatcom County; and other backup material; and WHEREAS, the Department of Community Development desires that one entity act as lead agency and that there be a single fiscal agent; NOW, THEREFORE BE IT RESOLVED: by the Whatcom County Council as follows: (1) Whatcom County approves the attached Multi -year Regional Strategy and accepts the funding formula as outlined in the summary table of tasks, schedule and costs. Said attachment is incorporated herein by reference. (2) Whatcom County will act as lead agency and be the fiscal agent in terms of receiving the Growth Management funds from the Department of Community Development. (3) Whatcom County will enter into interlocal agreements with each of the seven cities in the county or with the Council of Governments, as appropriate, to disperse the funds in accordance with the attached summary of tasks, schedule, and costs. (4) Whatcom County will participate in an over -sight committee to accomplish the objectives of. the Growth Management Act (ESHB .29.29) with representation from each of the cities in Whatcom County, and possible representation from the Council of Governments, the Lummi Nation, and the Nooksack Tribe.
