2 ORDERING THE SEGREGATION OF LOCAL AND ROAD IMPROVEMENT
3 DISTRICT NO. 9, SEGREGATION NO. 90 -2
4 WHEREAS, Ordinance 87 -55 established procedures for the segregation of special
5 assessments in Local Improvement Districts and Road Improvement Districts, establishing
6 a fee and costs for each tract of land for which a segregation is to be made; and
7 WHEREAS, Weden Engineering has submitted a request for the segregation of
8 Parcels 11 and 14 within L.R.I.D. No. 9 on behalf of the Trillium Corporation, along with
9 two checks made out to the Whatcom County Treasurer for $3 each, to cover the
10 Treasurer's processing fee of $3 for each tract being segregated; and
11 WHEREAS, the original tracts are described in Exhibit A, along with the original
12 assessments;
113 WHEREAS, the definition of boundaries of the divided parts and the amount of the
14 assessment chargeable to each part can be found in Exhibit A;
15 NOW, THEREFORE, BE IT RESOLVED by the Whatcom County Council that the
16 request for segregation is deemed appropriate, and that the Treasurer's Office is hereby
17 ordered to make segregation on the original assessment rolls as indicated in Exhibit A,
18 subject to the condition that pay downs are required on the following:

SUBJECT: SEGREGATION REQUEST FOR LRID9 #90 -2
I have reviewed the application for segregation #90 -2 for LRID9 and
recommend approval. However, I still have some concerns about this
process.
This review was difficult because the established policy guidelines
were not followed and certain items of necessary information were
not provided by Weden Engineering. It is very important the
auidelines be followed in order for us to review a seareaation
within the time frame expected.
Also, it should be noted that the due date for this assessment is
October 1st. The bills for this district are generated
approximately 45 days prior to their due date. No change can be
made to any account during this time. Therefore, the billing
changes will not actually occur now until 1991.

Just prior to the Council Office move from the Courthouse to Forest Street, we received
the request for segregation 90 -2, LRID No. 9, from Ray Weden's office.
A copy is attached. Weden's office submitted only three copies of the segregation
request, so I am sending one to each of your offices. I will need one copy for our
permanent records when you're finished with it.
According to the draft administrative procedures for segregations (dated Jan. 18, 1990),
these are the next steps to be taken:
1. Council will receive the request at its 9/4/90 meeting
2. Treasurer, Assessor and Public Works have at least two weeks to review
the application.
3. Council Clerk would like to have confirmation from your offices that the
application is in order by September 14, Friday.
4. If it is in order, Council Clerk will prepare a resolution (with input from
your offices) for Council action at the September 25 meeting.
5. If it is not in order, a meeting will need to be scheduled to resolve
problems with the application.
Please let me know if you have any questions, or if changes should be made to the
proposed course of action. Thanks for your cooperation.

The Assessor's Office has reviewed the submitted
material for Segregation 90 -2. The Assessor's Office
Segregation staff have completed the preparatory work
and are ready to proceed. The material submitted was, for
our puposes, incomplete, lacking almost everything we had
requested in the review formulation of procedure process.
Subsequent meetings with the surveyor produced more detailed
drawings, and some information was transmitted over the
phone. This process obviously causes me great concern but
in the interest of expediency and with enough information to
proceed, we will continue the segregation procedure. We
have made some.further issues clear to the surveyor and feel
that we may have better cooperation in the proceeding
requests.
