SUMMARY STATEMENT.•
This resolution would establish a Civic Center Adv..Commission composed of two County
Council members, two City Council members, the Mayor and the County Executive, or their
designees and a private property owner of'proper.ty in close proximity to the Civic
Center campus, to.be appointed by the advisory commission members. The Commission will
address issues such as impacts• of expansion on parking, .circulation and aesthetics that wil-
promote cooperation, improve service delivery and will .increase civic pride. .

3 ESTABLISHING THE CIVIC CENTER ADVISORY COMMISSION
4 WHEREAS, the City of Bellingham and Whatcom County are planning to expand
5 their respective facilities; and
6 WHEREAS, the public, as well as each branch of local government, will benefit
7 by an improved integration of the space occupied by the City and the County to address
8 the impacts of expansion on parking, circulation and aesthetics will promote better
9 cooperation, improve service delivery, and will increase civic pride;
10 NOW, THEREFORE, BE IT RESOLVED by the Whatcom County Council that
11 a Civic Center Advisory Commission be formed to make recommendations to the
12 Whatcom County Council and the Bellingham City Council regarding the best potential
13 improvements to parking accommodations, vehicular and pedestrian circulation, the open
14 space dedication, and aesthetics of the Civic Center campus.
15 The scope of recommendation . shall be limited to those improvements which
16 increase the parking supply in close proximity to the Civic Center campus; to those
17 vehicular and pedestrian circulation issues which are caused by the expansion of local
18 government and any modification to the Civic Center campus; and to those aesthetic
19 issues which can be effectively addressed by the joint efforts of City and County
20 government such as, but not limited to, lighting, landscaping, open space dedication and
21 pavers for the streets and sidewalks in the immediate area.
22 BE IT FURTHER RESOLVED that the advisory commission shall be composed
23 of two County Council members, two City Council members, the Mayor, and the County
24 Executive or their designees, and a private property owner of property in close proximity
25 to the Civic Center campus, to be appointed by the advisory commission members.
26 The Commission shall utilize services of the appropriate staff members of each
27 branch of government and the architects who are currently employed on the expansion
28 projects for each government. The Commission may also draw on the skills of experts
29 and interested parties in the community, such as personnel from City Center
30 Development Authority, Western Washington University, professional planners, Chamber
31 of Commerce, the business community and the Arts Commission.
32 The Commission shall make regular progress reports to each Council and shall
33 conclude its work by June 1, 1991, unless otherwise agreed upon by both Councils.
