SUMMARY STATEMENT.•
The 1990 Annual Road Construction Program has as Project No. 13 for the
design and the construction of the traffic signal at the intersection of
Northwest Drive /West Bakerview Road and Project No. 9, for the design and
construction of the traffic signal at the intersection of Axton Road /S.R. 539•
RECOMMENDED ACTION.•
To enter into a contractual agreement with David I. Hamlin and Associates
Consulting Engineers for the purpose stated above in the amount not to exceed
$15,000.00.

RESOLUTION NO. 90 -29
A RESOLUTION AUTHORIZING THE COUNTY EXECUTIVE TO ENTER INTO
A CONTRACTUAL AGREEMENT BY AND BETWEEN WHATCOM COUNTY AND
DAVID I. HAMLIN AND ASSOCIATES, CONSULTING ENGINEERS,
FOR THE DESIGN, ENGINEERING, AND SPECIFICATIONS
FOR THE CONSTRUCTION OF TRAFFIC SIGNALS AT THE
NORTHWEST DRIVE /WEST BAKERVIEW ROAD INTERSECTION AND
THE AXTON ROAD /S.R. 539 INTERSECTION
WHEREAS, the County Council has determined that it is in the public
interest to proceed with design and construction of said traffic signals, and
WHEREAS, the firm of David I. Hamlin and Associates have been selected in
compliance with RCW Ch. 39 -80, and
WHEREAS, any additional services require the prior written approval of the
Director of Public Works, with the approval of the County Council Finance
Committee.
WHEREAS, the administration has negotiated the basic services amount for
design, engineering, and specifications in the amount not to exceed $15,000, and
NOW, BE IT RESOLVED, that the County Council does hereby authorize the
County Executive to approve a contractual agreement with David I. Hamlin and
Associates of Seattle, Washington, for the purpose stated herein, in the amount
not to exceed $15,000 for basic services with the provision that additional ser-
vices shall require the prior approval of the Director of Public Works, and the
County Council Finance Committee.
