SUMMARY STATEMENT
In the fall of 1988, the county advertised an RFQ for architectural firms for our then pro-
posed juvenile detention and court administrative facility. TW&lve firms submitted respon-
ses. A committee composeddof Gary Wood, Juvenile Court Administrator, Dan Warner, Will Roehl,
Councilmembers, Mary Chisholm, Administrative Services Manager, Charles Marr, Utility and
Building Supervisor from Grays Harbor County, reviewed the applications and short - listed
the group to five firms. The group of five submitted more extensive proposals and were in-
terviewed. The Committee's recommendation was then the firm of Kaplan, McLaughlin and
Diaz of Portland, Oregon. Public Works was authorized to negotiate a contract with this firm
for architectural services. The final signing of the contract was delayed until final agree -

RESOLUTION NO. 90 -25
A RESOLUTION AUTHORIZING THE COUNTY EXECUTIVE TO ENTER INTO A
CONTRACTUAL AGREEMENT BY AND BETWEEN WHATCOM COUNTY AND KAPLAN,
MC LAUGHLIN, DIAZ ARCHITECTS AND PLANNERS FOR THE DESIGN, ENGINEERING,
SPECIFICATIONS AND CONSTRUCTION OBSERVATION FOR AN APPROXIMATELY
60,000 SQUARE FOOT ADDITION TO THE WHATCOM COUNTY COURTHOUSE.
WHEREAS, the County Council has determined that it is in the public
interest to proceed with the design, engineering, specifications and observing
construction of a four -story addition to the County Courthouse to meet the
present and future demands of County government, and
WHEREAS, Council Resolution No. 89 -99 requests that the
Administration proceed with financing, design and specifications for the
construction of the four -story addition to the south side of the Courthouse for
housing the County administration and juvenile detention facilities, and
WHEREAS, the firm of Kaplan, Mc Laughlin, Diaz Architects and
Planners have been selected in compliance with RCW Ch. 39 -80, and
WHEREAS, the administration has negotiated the basic services amount
for architectural, engineering and observing construction in the amount of
$510,063, and
WHEREAS, any additional services require the prior written approval
of the Director of Public Works,
NOW, BE IT RESOLVED, that the County Council does hereby authorized
the County Executive to approve a contractual agreement with Kaplan, Mc Laughlin,
Diaz Architects and Planners of Portland, Oregon, for the purpose stated herein,
in the amount of $510,063 for basic services with the provision that additional
services shall require the approval of the Director of Public Works.
