It is now being presented to Council for adoption of the Plan in its final foxm. RECOMMENDED ACTION. Related File Numbers: Ordinance or Resolution Number: u. 90- 23 1 INTRODUCED BY: Consent PROPOSED BY: County Executive DATE: 3/13/90 RESOLUTION NO. 90 -.23 A RESOLUTION ADOPTING UPDATED COMPREHENSIVE SOLID WASTE MANAGEMENT PLAN FOR WHATCOM COUNTY AND AMENDING RESOLUTION AB 90 -6 WHEREAS, Whatcom County prepared a proposed draft Comprehensive Solid Waste Management Plan dated July 1989, as required by law and regulations; and, WHEREAS, the July 1989 draft Plan. incorporated extensive revisions to the 1980 Plan reflecting substantially increased emphasis on waste reduction, recycling, and resource recovery, and otherwise complying with changes in solid waste management law and regulation; and, WHEREAS, such draft Plan was developed by the Whatcom County Department of Public Works in cooperation with the Solid Waste Advisory Committee; and, WHEREAS, the draft Plan was submitted to the Department of Ecology for its comment as required by law; and, WHEREAS, an Environmental Impact Statement has been prepared on the plan to comply with the State Environmental Policy Act; and, RESOLUTION - 1 WHEREAS, certain revisions and amendments were proposed by Ecology and others to the July 1989 draft Plan and were reviewed by the Solid Waste Advisory Committee; and, WHEREAS, on January 4, 1990, the County Council adopted Resolution AB 90 -6, which provided for adoption of the Comprehensive Solid Waste Management Plan, including certain amendments and changes to the July 1989 draft Plan; and, WHEREAS, certain additional revisions and amendments to the January 1990 Plan have been proposed; NOW, THEREFORE, BE IT RESOLVED by the Whatcom County Council that: The County Council has reviewed the July 1989 draft plan, the January 1990 Plan, and certain proposed amendments to that Plan. The proposed amendments originate from several sources, including but not limited to the Department of Ecology, the public, and the Department of Public Works. The proposed amendments were circulated to the Solid Waste Advisory Committee for review and comment. BE IT FURTHER RESOLVED that: The County Council hereby adopts the Comprehensive Solid Waste RESOLUTION - 2 Management plan attached hereto and by this reference incorporated herein. Said Plan as finally adopted includes certain amendments and changes to the July 1989 draft Plan and to the January 1990 Plan. As finally approved, in the opinion of the Council, the Plan is fully responsive to the needs of Whatcom County and in compliance with the law and regulation. BE IT FURTHER RESOLVED that: The adopted Plan shall be submitted, as required by law, to the Department of Ecology for post- adoption review. DATED this 13th day of March , 1990.
