Support for funding for the North Sound Regional Support Network

SUMMARY STATEMENT.•
Whatcom County entered into an Interlocal Agreement to set up the North Sound Regional
Support Network with four other counties (Island, San Juan, Skagit and Snohomish). This
regional approach to providing mental health services was initially encouraged by the
State, and the Network set up by the Interlocal was recognized by the State. However,
it was not funded! This resolution sends a message to the State legislature that a bill
currently up for consideration which would also fund the Network is strongly supported by
Whatcom County. It should be noted that funding for some of the other networks set up
elsewhere in the state were funded, but not enough monies were provided to fund all the
networks.

REGIONAL SUPPORT NETWORK
AND FUNDING FOR SAME
the State legislature enacted SSB -5400 in the 1989 session which
counties to form a Regional Support Network for mental health
8 WHEREAS, multi - county cooperation and resource sharing holds great promise
9 for improving and enhancing needed services in this area; and,
10 WHEREAS, the five counties of northwestern Washington coinciding with Region
11 3 of the Department of Social and Health Services comprise an obvious area of
12 collaboration for the best interests of mentally ill citizens; and,
13 WHEREAS, Whatcom County has entered into an Interlocal Agreement with the
14 other counties in this area, Island, San Juan, Skagit and Snohomish, for the
15 implementation of the North Sound Regional Support Network; and,
16 WHEREAS, the North Sound Regional Support Network was recognized but not
17 funded due to the sixty -six percent (66 %) limitation of the 1989 -91 biennial budget,
18 NOW, THEREFORE, BE IT RESOLVED by the Whatcom County Council that
19 it is and shall be the policy of the Council to support continued cooperation with the
20 other four counties as specified in the Interlocal Agreement, and further support the
21 Network's efforts to receive 6.4 million dollars for operations during 1990 -91 and 6.1
22 million dollars for renovation of the North Sound Multi- Service Center at Sedro - Woolley
23 for long term care of the mentally ill of this region.
