Yes /_/ No /-.x/ The Puget Sound Water Quality Authority shall terminate on June 30, 1991, according to the provisions of the Puget Sound Water Quality Act, enacted as RCW 90.70 in 1985. This resolution endorses the. possibility of the Legislature enacting legislation to extend the life of the.Authority beyond 1991. DATE: 2 -1 -90 1 2 RESOLUTION NO. 90 -10 3 SUPPORTING THE PUGET SOUND WATER QUALITY AUTHORITY 4 AND ITS CONTINUATION BY THE STATE LEGISLATURE 5 WHEREAS, the Washington Legislature, 49th Session, set forth in chap. 451, 6 Sec. 1 of 1985 Laws, findings regarding the necessity for development of a comprehensive 7 plan for water quality protection in Puget Sound; and 8 WHEREAS, as a result of those findings, the Legislature enacted the Puget Sound 9 Water Quality Act, chap. 451 of 1985 Laws, codified at RCW 90.70, and thereby created 10 the Puget Sound Water Quality Authority; and 11 WHEREAS, pursuant to RCW 90.70.055, the Authority has adopted management 12 plans, made assessments and recommendations, and formulated studies, reports, and 13 policy goals relevant to protection of the Puget Sound water resource; and A WHEREAS, Puget Sound was federally designated as an estuary of national 15 significance in 1988, and the Authority's management plans have thus additionally been 16 recognized as a part of a federal conservation program to protect the nation's estuarine 17 resources; and 18 WHEREAS, the Authority shall terminate on June 30, 1991, according to the 19 provisions of the original Act of 1985, and RCW 90.70.900 as it now stands, unless the 20 Legislature affirmatively acts to extend the Act's provisions beyond that date; and 21 WHEREAS, this Council believes that the waters of Puget Sound form an integral 22 and vital part of Whatcom County; and 23 WHEREAS, this Council further believes that it is in the public interest, health, 24 safety, and welfare of its current citizenry as well as future generations, that the State 25 of Washington through its Legislature extend the goals, powers, and authority of the 1985 26 Act in order to continue to protect and enhance the water quality of Puget Sound; 27 NOW, THEREFORE, BE IT RESOLVED by the Whatcom County Council: 28 Section 1. The Washington State Legislature is hereby urged to enact legislation 29 to extend the goals, powers, and authority established in the Puget Sound Water Quality 30 Act of 1985 beyond the expiration date of June 30, 1991.
