SUMMARY STATEMENT: The Water and Sewer Comprehensive Plan recently adopted by Council
identified water supply as a major issue and included a policy that a study of the Nooksack
River should be performed as soon as possible. The resolution does not address costs. As
the grant application is developed, and a contract executed if a grant is received, costs
and cost sharing among participants will have to be determined. Money will then need to be
appropriated by the respective legislative bodies if agreement on funding can be achieved.

A RESOLUTION AUTHORIZING THE ADMINISTRATION TO APPLY FOR FUNDS TO STUDY THE
NOOKSACK RIVER IN ORDER TO PLAN AND MANAGE FUTURE USE OF THE WATER RESOURCES
OF THE COUNTY AND TO COOPERATE WITH OTHER GOVERNMENTS AND AGENCIES IN
FUNDING AND PERFORMING THIS STUDY
WHEREAS, the County has limited supplies of both surface water and groundwater,
which are vital to all residents of the county; and
WHEREAS, existing quality and quantity problems indicate that future growth in
the county may be restricted if water resources are not protected; and
WHEREAS, the waters of the county are waters of the state and belong to all
citizens of the state; and
WHEREAS, the State has developed mechanisms for funding projects to protect water
quality and quantity available for beneficial uses; and
WHEREAS, the Nooksack River provides the majority of water used for people,
industry, and agriculture and is the most productive fisheries resource in Whatcom
County; and
WHEREAS, adequate information is needed in order for all of the beneficial uses
of the resource to continue and for the users to be able to cooperate in protecting
the resource for all; and
WHEREAS, the Nooksack Tribe Council, the Lummi Indian Business Council, and the
Whatcom County Water and Sewer Comprehensive Plan Review Committee which included all
of the large Nooksack River water users have endorsed the idea of a cooperative study
of the Nooksack River; and

WHEREAS, the County Council adopted in the Whatcom County Water and Sewer
Comprehensive Plan a policy that a study of the Nooksack River should be performed
as soon as possible;
NOW, THEREFORE BE IT RESOLVED BY THE WHATCOM COUNTY COUNCIL AS FOLLOWS:
1. The Council supports the cooperative study by the county, tribes, and major water
purveyors of the Nooksack River.
2. The Council authorizes the administration to apply for Centennial Clean Water
Fund grants and any other appropriate grants to support this study in cooperation
with the tribes and water purveyors; and to work with appropriate agencies and
the residents of Nooksack River basin in preparing adequate water protection
measures.
PASSED this 1st day of February , 1990.
