A RESOLUTION ADOPTING UPDATED COMPREHENSIVE
SOLID WASTE MANAGEMENT PLAN FOR WHATCOM COUNTY
WHEREAS, Whatcom County has prepared a proposed draft
Comprehensive Solid Waste Management Plan dated July 1989, as
required by law and regulations; and
WHEREAS, the July 1989 draft Plan incorporates extensive
revisions to the 1980 Plan reflecting substantially increased
emphasis on waste reduction, recycling, and resource recovery, and
otherwise complying with changes in solid waste management law and
regulation; and
WHEREAS, such draft Plan has been developed by the Whatcom
County Department of Public Works in cooperation with the Solid
Waste Advisory Committee; and
WHEREAS, the draft Plan was submitted to the Department of
Ecology for its comment as required by law: and
WHEREAS, an Environmental Impact Statement has been prepared
on the Plan to comply with the State Environmental Policy Act; and
WHEREAS, certain revisions and amendments have been proposed
by Ecology and others to the July 1989 draft Plan;
that:
NOW, THEREFORE, BE IT RESOLVED by the Whatcom County Council
The County Council has reviewed the July 1989 draft Plan and
certain proposed amendments to that draft Plan. The proposed
amendments originate from several sources, including but not
limited to the Department of Ecology, the public, and the
Department of Public Works. The proposed amendments were
circulated to the Solid Waste Advisory Committee for review and
comment, and such comments were provided to the Council.
BE IT FURTHER RESOLVED that:
The County Council hereby adopts the Comprehensive Solid Waste
Management Plan attached hereto and by this reference incorporated
herein. Said Plan as hereby adopted includes the amendments and
changes to the July 1989 draft Plan as shown in the attached
Exhibit A. As finally approved, in the opinion of the Council, the
plan is fully responsive to the needs of Whatcom County and in
compliance with law and regulation.

BE IT FURTHER RESOLVED that:
The adopted Plan shall be submitted, as required by law, to
the Department of Ecology for post- adoption review. The Plan shall
become effective sixty (60) days from the date of this resolution
unless the Department of Ecology requires further amendments or
changes.

Comment: These recommended changes more accurately summarize the
policy objectives of the Plan including changes discussed below.
These changes include an emphasis on mixed waste processing,
composting, and other methods of recovering recyclable material at
the incinerators and seek to clarify that landfilling, either
within the County or through a long-haul -system, is the least
favored method of disposal.

recycling in the County by requiring incinerators (as well as the
new landfill or transfer stations) to have waste segregation
facilities as part of their overall waste handling operation.
Mixed waste processing of recyclable materials at the incinerators
would remove those items that had not been separated as part of the
residential curbside and commercial recycling programs. It would
also reduce potential harmful, emissions from incinerators.

Comment: This recommended change strengthens the Plan's language
regarding recycling by requiring incinerators to use mechanical
mixed waste processing whenever the County. determines such
processing is technically and financially feasible. It would also
appear to be compatible with anticipated EPA regulations on
incinerator air emissions. The recommendation that encourages
incinerators to recover energy is unchanged.

Cedarville would have an additional life of three years. Recent
data indicate that the life of Cedarville may be less than two
years. This proposed change recognizes the anticipated shorter
life of Cedarville and the imperative need to consider long--haul
on at least an interim, short -term basis until a new landfill can
be sited and constructed within the County. Permanent long -haul
arrangements can be better evaluated based on the results of an

interim long -haul program. The proposed change also reflects
directives issued as part of the Health Department's recent

Management Plan

Before you for final consideration tonight is the Resolution for Adopting the Updated
Comprehensive Solid Waste Management Plan for Whatcom County. I urge you to
adopt this Resolution this evening as a necessary prerequisite for other actions regarding
solid waste disposal that must be taken.
In your consideration of the Resolution, I request you to consider this further change:
On Page 2 of the Resolution, change the second line of the last paragraph to read:
"Said Plan as finally hereby adopted includes ceitain the amendments and
changes to the July 1989 draft Plan as shown in attached Exhibit A. "
The Exhibit A changes are attached for your consideration. They are basically the same
as the copy given to you December 7. The changes are: 1) on page 3 in
Recommendation on 8.4.2, the words, i.e., demolition waste have been added; and 2) on
page 4 in Recommendation on 9.5.1, the words or bids have been added. Both of these
changes to Dick Ford's proposed changes are suggested by the Solid Waste Advisory
Committee.
With these changes, the Solid Waste Advisory Committee recommends approval of the
amendments to the final Plan.
A final item for you to consider is a change in wording for the Recommendation 4.4.17
from Bob Jurica, Solid Waste Manager. He recommends this language in place of that

currently found on page 2 of the proposed Exhibit A: "Consider mixed solid waste
processing and mixed solid waste composting alternative." Based on a technical and
financial analysis, including the avoided costs of disposal, install as soon as practical
waste reduction and recycling facilities (including composting) at the incinerators, new
landfill and transfer stations. This is to be done to assure maximum recycling through
the appropriate technologies that are available to segregate waste in the most effective
way.
