Yes / / No /XX/ SUMMARY STATEMENT: The Department of Community Development has authorized $287,724 as the second year funding for Whatwm County. An allocation formula has been worked out by the C MA Oversight Committee for each of the Jurisdictions. A new multi -year strategy Is also required and has been conceptually approved by the Oversight Committee as well. The resolution approves the Multi -year Strategy, has Whateom County continue its role as fiscal agent for the second year, and authorizes the Executive to execute appropriate agreements. The Multi -year Strategy is a draft. A final may be substituted prior to the meeting. RECOMMENDED ACTION: Adoption of the attached resolution, with a final draft of the Multi -year Strategy. PLANNING November 25, 1991 A RESOLUTION AGREEING TO A MULTI -YEAR REGIONAL STRATEGY FOR IMPLEMENTING THE GROWTH MANAGEMENT ACT AND AUTHORIZING THE EXECUTIVE TO EXECUTE CONTRACTS TO RECEIVE AND DISBURSE GROWTH MANAGEMENT FUNDS. WHEREAS, a Growth Management Act was passed by the 1990 Legislature requiring planning activities for local governments in selected counties and appropriating funds to help with the planning effort; and WHEREAS, the Department of Community Development allocated this money based on a population formula with the share for the jurisdiction in Whatcom County amounting to $255,350 for the first fiscal year which has been disbursed and utilized by each of the local jurisdictions; and WHEREAS, the funding was contingent on adoption of a multi -year regional strategy; and WHEREAS, for the second fiscal year (June 1991 -June 1992) an additional $287,724 has been allocated to Whatcom County jurisdictions; and WHEREAS, the Department of Community Development has requested that a multi -year strategy be approved again for this funding period; and WHEREAS, representatives from the Cities, the Council of Government and the County have been meeting on a regular basis and have developed a strategy and funding allocations; and WHEREAS, a copy of the multi -year strategy is attached including the funding allocations for fiscal year 1991 -1992; and WHEREAS, the Department of County Development desires that one entity act_ as lead agency and that there be a single fiscal agent; NOW, THEREFORE BE IT RESOLVED: by the Whatcom County Council as follows: (1) Whatcom County approves the attached Multi -year Regional Strategy and accepts the funding formula outlined in the strategy. Said attachment is incorporated herein by this reference. (2) Whatcom County will act as lead agency and be the fiscal agent in terms of receiving the Growth Management funds from the Department of Community Development. (3) Whatcom County will enter into interlocal agreements with each of the eight cities in the county, the Council of Governments, the Lummi Nation, and the Nooksack Tribe, as appropriate to disperse the funds. (4) Whatcom County will participate in an oversight committee to accomplish the objectives of the Growth Management Act with representation from each of the cities in Whatcom County, and possible representation from the Council of Governments, the Lummi Nation, and Nooksack Tribe. 1 (5) The County Executive is hereby authorized to execute contracts with the 2 Washington State Department of Community Development and the 3 jurisdictions in Whatcom County to receive and disburse the Growth 4 Management funds.-- 5 PASSED this 10th day of 6 7 H., 10 ATTEST: 11 .--- 12 Clerk of the Council December 13 APPROV AS TO FORM: 14 vY- 15 Ro ert A.
