WHATCOM COUNTY COUNCIL AWARDS BID FOR PHASE II, WHATCOM COUNTY
COURTHOUSE ADDITION II TO STRAND INC. IN TOTAL AMOUNT OF $17,086,300 AND
AbJTHORIZES COUNTY EXECUTIVE TO ENTER INTO CONTRACT WITH STRAND INC.; TO
EXERCISE (ADD) ALTERNATES NO. 37 9 AND 11 IN ADDITIONAL AMOUNT OF $138,674
(INCLUDING WA STATES SALES TAX); AND TO AUTHORIZE WITH CONCURRENCE OF
STRAND INC REDUCTION IN BASIC BID IN AN AMOUNT NOT TO EXCEED 5 %, WITH
PROVISION THAT PROJECT IS TO BE CONSTRUCTED IN TWO PHASES, I.E. PHASE II BEING
THE NEW ADDITION AND PHASE III BEING RENOVATION AND REMODEL OF EXISTING
COURTHOUSE IN ACCORDANCE WITH APPROVED PLANS AND SPECIFICATIONS.

RESOLUTION NO- 91 -083
RESOLUTION AWARDING WHATCOM COUNTY COURTHOUSE ADDITION, PHASE II TO
LOW BIDDER, STRAND INCORPORATED AND AUTHORIZING THE COUNTY EXECUTIVE TO
ENTER INTO A CONTRACT WITH STRAND INCORPORATED SUBJECT TO
THE CONDITIONS SET FORTH HEREIN
WHEREAS, the County Council did approve the plans and specifications for the Courthouse Addition and
renovation of the existing Courthouse on April 2, 1991 and authorized financing for the purpose of providing
funds for the project through issuance of limited tax general obligation bonds (Resolution No. 91 -019), and
WHEREAS, the County Purchasing Manager did advertise a call for bids upon such construction work by
publication in the official County newspaper and trade papers of general circulation for two (2) consecutive
weeks prior to the time set in the call for opening of bids, and
WHEREAS, the bids were received and publicly opened on October 3, 1991, and
WHEREAS, Strand Incorporated of Kirkland, Washington submitted the low and best bid in the amount of
$17,086,300, and
WHEREAS, the Council desires to construct the project in accordance with the plans and specifications,
and
WHEREAS, it has been determined that funding is available for the County to enter into an agreement
with Strand Incorporated to construct Phase II of the Courthouse expansion project,
NOW, THEREFORE, BE IT RESOLVED that the Whatcom County Council hereby awards the bid to the low bidder,
Strand Incorporated and authorizes the County Executive to enter into a contract for the base bid in the total
amount of $15,850,000 plus Washington state sales tax at 7.8% in the amount of $1,236,300 for a total award
of $17,086,300. It is further provided that the County Executive may exercise (Add) Alternates No. 3, 9 and
11 in the additional amount of $138,674 (including WA state sales tax). It is further provided that the County
Executive may authorize with the concurrence of the low bidder a reduction in the basic bid in an amount not
to exceed 5% and that the project be constructed in two phases, i.e. Phase II being the construction of the new
addition and Phase III being the renovation and remodel of the existing Courthouse in accordance with the
approved Plans and Specifications which have been filed in the office of the Clerk of the County Council and
the office of the Director of Public Works.
