SUMMARY STATEMENT.•
The resolution describes the boundaries of the proposed Sumas River Sub -Flood Control Zone District,
describes the flood control needs and requirements of the proposed District and sets a public hearing on
the creation of the proposed District.

2 A RESOLUTION DESCRIBING BOUNDARIES, DESCRIBING FLOOD CONTROL
3 NEEDS AND REQUIREMENTS AND SETTING A PUBLIC HEARING ON THE
4 CREATION OF THE SUMAS RIVER SUB -FLOOD CONTROL ZONE DISTRICT
5 WHF-REAS, the legislation for flood control subzone districts allows for the division
6 of any or all of the zone into separately designated subzones and such subzones shall be
7 operated and administered in the same manner as a flood control zone district.
8 WHEREAS, the Sumas River Sub -Flood Control Zone District would be a subzone
9 of the proposed Whatcom County Countywide Flood Control Zone District; and,
10 WHEREAS, the initiation of creating a Sumas River Sub -Flood Control Zone
11 District was established by affirmative vote of a majority of the Whatcom County Council
12 on September 10, 1991; and,
13 NOW, THEREFORE, BE IT RESOLVED by the Whatcom County Council that the
14 boundaries of the proposed Sumas River Sub -Flood Control Zone District shall be as
15 follows:
16 Beginning at the Northwest corner of Section 1, Township 40 North, Range 4 East,
17 thence South 3 miles to Southwest corner of Section 13, thence East 1 1/2 miles. to
18 the North 1/4 corner of Section 19, Township 40 North, Range 5 East, thence South
19 2 miles to the South 1/4 corner of Section 30, thence West 1 1/2 miles to the
20 Northwest corner of Section 36, Township 40 North, Range 4 East, thence South 4
21 miles to the Southeast corner of Section 14, Township 39 North, Range 4 East,
22 thence West 1 mile to the Northwest corner of Section 23, thence South 1/2 mile to
23 the West 1/4 corner of said Section 23, thence West to the center line of the right
24 of way of Burlington Northern Railroad, thence West and North along said right of
25 way approximately..7 miles to the South 1/4 corner of Section 17, Township 40 North,
26 Range 4 East, thence West 1/4 mile, North 1/4 mile, West 1/4 mile, thence North
27 to the Southeast corner of Section 7, thence North 3/8 mile, thence West 1/4 mile,
28 thence North to the Southwest corner of the Northeast 1/4 of the Northeast 1/4 of
29 . Section 6, thence West 1/4 mile, North 1/4 mile, thence East 2 miles to the South
30 1/4 corner of Section 33, Township 41 North, Range 4 East, thence North to the
31 International Boundary between the United States and Canada, thence East along
32 said Boundary 3 and 3/4 miles to the East bank of the Sumas River, thence
33 Southwest along said bank to the Jones Road, thence East 300 feet, thence South to

1 the Rock Road, thence West to the point of beginning.
2 BE IT FURTHER RESOLVED that the general flood control needs and
3 requirements within the subzone are as follows:
4 A. Perform technical studies examining both structural and non - structural solutions
5 to alleviate flooding in the Sumas River subzone.
6 B. Remove accumulated sediment and debris from the Sumas River and
7 contributing creek channels, to improve drainage and to increase the flood carrying
8 capacity of the streams within the subzone.
9 C. Remove stockpiled material from along the banks adjacent to Swift Creek.
10 D. Examine the establishment of sedimentation basins to collect the sediment from
11 the slide area above Swift Creek.
12 BE IT FURTHER RESOLVED that the date of October 22, 1991 at 7:00 p.m., be
13 set for the public hearing on the creation of the Sumas River Sub -Flood Control Zone
14 District. The hearing will be held at the Whatcom County Council Chambers, 1000 North
15 Forest, Bellingham, Washington.
