SUMMARY STATEMENT.•
The resolution would confirm that the Council of Governments, rather than the County Legislative
authority, is the lead agency for development of an Overall Economic Development Plan.

1 RESOLUTION NO. 91 -074
2 CONFIRMING THE COUNCIL OF GOVERNMENTS AS THE LEAD AGENCY
3 FOR AN OVERALL ECONOMIC DEVELOPMENT PLAN
4 WHEREAS, the County Legislative Authority has the responsibility for naming a
5 lead agency for completion of an Overall Economic Developmental Plan; and,
6 WHEREAS, the County Council has designated the Council of Governments as lead
7 agency in the past; and,
8 WHEREAS, the Overall Economic Developmental Plan was last updated in 1988 and
9 is necessary for various local projects to qualify for Economic Development Administration
10 grants; and,
11 WHEREAS, the development of an Overall Economic Developmental Plan requires
`2 participation from all jurisdictions in Whatcom County;
13 NOW, THEREFORE, BE IT RESOLVED by the Whatcom County Council that it
14 reconfirms its designation of the Council of Governments to act as lead agency for the
15 purpose of developing an Overall Economic Developmental Plan;
16 BE IT FURTHER RESOLVED that the Council of Governments Executive Board
17 may also delegate lead agency status in accordance with Economic Development
18 Administration requirements and the Council of Governments may seek appropriate funds
19 for development of an Overall Economic Development Plan.
