R9i -o73 SPONSORED BY: consent PROPOSED BY: Executive INTRODUCTION DATE: September 24, 1991 1 RESOLUTION NO. 91-0 7 3 2 A RESOLUTION DESCRIBING BOUNDARIES, DESCRIBING FLOOD CONTROL 3 NEEDS AND REQUIREMENTS AND FLOOD CONTROL PREVENTION 4 MEASURES AND SETTING A PUBLIC HEARING ON THE CREATION OF THE 5 WHATCOM COUNTY COUNTY -WIDE FLOOD CONTROL ZONE DISTRICT 6 WHEREAS, the initiation of creating a Whatcom County County -wide Flood Control 7 Zone District was established by affirmative vote of a majority of the Whatcom County 8 Council on September 10, 1991; and, 9 WHEREAS, Whatcom County wishes to adopt the most feasible approach to deal 10 in a comprehensive manner with flood control, this approach would address not only effects 11 but causes; and, 12 WHEREAS, mitigating causes of erosion lessens deposition of sediment into the river 13 system, and reduces the immediate impact downstream; and, 14 WHEREAS, the Whatcom County County -wide Flood Control Zone District will 15 provide a countywide governmentally directed approach to perform flood damage repairs, 16 maintenance and improvements and to minimize future further flood damage through 17 prevention and control on the Nooksack River, its watershed and other adjacent, 18 interrelated watersheds; and, 19 WHEREAS, the Whatcom County County -wide Flood Control Zone District will 20 provide a comprehensive proposal to flood control management; centralized management 21 and direction; citizen participation; predictable and adequate funding sources; short and long 22 term goals for project control and management; and coordination of regulatory, planning, 23 and financing mechanisms. 24 NOW, THEREFORE, BE IT RESOLVED by the Whatcom County Council that the 25 boundaries of the proposed Whatcom County County -wide Flood Control Zone District 26 shall be as follows: Page 1 I Commencing on the forty -ninth parallel at the point dividing the American and 2 British possessions in the Gulf of Georgia; thence along said boundary line to where 3 it deflects at the north entrance to the Haro Strait; thence along the northeasterly 4 boundary. of San Juan county to the ninth standard parallel, or the northwest comer 5 of Skagit county; thence due east along said parallel to the summit of the Cascade 6 mountains; thence northerly along the summit of said mountains to the forty -ninth 7 parallel of north latitude; thence west along said parallel to the place of beginning. 8 RCW 36.04.370 9 BE IT FURTHER RESOLVED that the general flood control needs and 10 requirements within the zone are as follows: 11 A. Perform technical studies examining both structural and non - structural solutions 12 to alleviate flooding in Whatcom County, including extensive hydrological studies. 13 B. Perform extensive maintenance work to existing flood control structures and 14 facilities, including levees (dikes), streambanks, tidegates, flapgates, etc. 15 C. Remove accumulated sediment and debris from adjacent river gravel bars and 16 the river channels themselves, to increase the flood carrying capacity of the river. 17 D. Construct improvements to minimize the effects of flooding in Whatcom County, 18 including raising and fortifying existing levees, constructing new levees, set -back 19 levees, overflow channel areas, riprapping and stabilizing streambanks and levees, 0 etc. 21 E. Establish an on -going preventative maintenance program to keep levees and 22 streambanks in good repair. 23 F. Work with Planning to identify forestry practice permits that County staff 24 recommends to the Council for appeal to the appropriate agencies. These 25 contributing conditions might include, but not be limited to, steep and unstable 26 slopes, harvest in rain -on -snow zones, inadequate stream buffers, history of mass 27 wasting and over - cutting. 28 G. Purchase frequently flooded areas, to eliminate situations of repeated futile 29 repairs. 30 H. Or other related work deemed necessary by the County. 31 BE IT FURTHER RESOLVED that the date of October 22, 1991 at 7:00 p.m., be 32 set for the public hearing on the creation of the Whatcom County Countywide Flood 33 Control Zone District. The hearing will be held at the Whatcom County Council Chambers, 34 1000 North Forest, Bellingham, Washington.
