The Flood Control Zone District - Sumas Area- must be dissolved as it currently exists if the County
implements a Countywide Flood Control Zone District. The District may subsequently be proposed for
creation as a sub -zone and incorporated as a part of the Countywide program.

RESOLUTION NO. 91 -071
A RESOLUTION DISSOLVING
THE SUMAS AREA FLOOD CONTROL ZONE DISTRICT
WHEREAS, in the support of the creation of a countywide flood control zone
district in Whatcom County, the Whatcom County Council received a request to dissolve
the Sumas Area Flood Control Zone District; and,
WHEREAS, after giving proper notice of a public hearing a public hearing was
held on September 24, 1991; and,
WHEREAS, it is in the best interest of the public to dissolve this district in that
its existence is prohibitive to the creation of a countywide flood control zone district;
and,
WHEREAS, the Sumas Area Flood Control Zone District, once dissolved, will be
subsequently proposed for creation as the Sumas Area Sub -Flood Control Zone District;
NOW, THEREFORE, BE IT ORDAINED by the Whatcom County Council that
the Sumas Area Flood Control Zone District, as created in a resolution by the Board of
County Commissioners of Whatcom County August 21, 1972, be dissolved.
ADOPTED this 24th day of SPA, 1991.

flood cosi:rol. and drainage. facilities in the SURIZIs area, and

and drainage facilities is vitally needed, and
WTIERE'AS, a public bearing on said petition was head on August 10,
].972 at. 1.:1.:00 A.M. , in the public heari.nq roan of the Courthouse,
Bellingham, Washington, in conformance with law, and
W1.12RLAS, the studies and public hearing indicate that a
coin hr.elsens.i.ve syst..em of clrani.na ge facilities and flood control
measures ar.e necessary to control storm water flow and to prevent
damage Lo property in the proposed zone district, and
Wr1ERPAS, drainage and flood control requirements indicate that
the format-:ion of a Flood Control Zone District is necessary to
contend with 'Lhe above mentioned problems and will be conducive to
the public health., welfare, and convenience.

Commissioners that a Flood Control Zone District — Sunnas area -
shall. be and is hereby e;;t.ablished, and the boundaries of said
District shall be as follows:
Beginning at the Northwest corner of Section 1, 'Township
40 North, Range 4 ]East, thence South 3 miles to Southwest
corner of Sec-Lion 13, thence Past 1z'miles to the North a'
corner of Section 19, Township 40 North, Range 5 Fast,
thence South 2 miles to the South s -n corner of Section 30,
thence West 1.11 miles to the Northwest corner of Section 36,
,Township 40 North, Range 4 Past, thence South 4 miles to
the Southeast corner of Section 14, Township 39 North,
Range 4 Fast, thence West 1 mile to the Northwest corner
of Section 23, thence South s - -; mile to -the West ; corner
of said Section 23,,I-thence West to the center line of the
right of way of Burlington Northern Railroad, thence West -

BE IT FURTHER RESOLVED that in accordance with R.C.W. 86.15.050f-
the County Commissioners of Whatcom County, Washington, shall be and
are hereby declared to be the Supervisors of the District and the
County Engineer is hereby declared to be the Engineer for said District.
