Yes / INo/DLI SUMMARY STATEMENT. Section 2 of Substitute House Bill 1025 requires that the County legislative authority convene a meeting with representatives of each city by Septebmer 13. The goal of that meeting is to establish a collaborative process which will provide a framework for the adoption of County -wide planning policies. A meeting is being scheduled for early in September to begin this process which has to be completed October 1, 1991. RE S91-063_ 1 2 3 4 5 6 7 8 9 10 11 12 13 I 15 16 17 18 19 20 21 22 23 24 25 3 27 INTRODUCED BY: Consent PROPOSED BY: PLANNING DATE: 8 -13 -91 RESOLUTION NO. 91 -063 A RESOLUTION SETTING A MEETING DATE FOR THE COUNTIES AND CITIES WITHIN WHATCOM COUNTY TO BEGIN THE DEVELOPMENT OF A FRAMEWORK FOR ADOPTION OF COUNTY -WIDE PLANNING POLICIES IN ACCORDANCE WITH THE GROWTH MANAGEMENT ACT OF 1991 WHEREAS, SHB 1025, the 1992 addition to the Growth Management Act, requires that county -wide planning policies be adopted by July 1, 1992; and WHEREAS, this Act also requires the legislative authority of the County to convene a meeting within sixty calendar days of the effective date of the Act, which was July 16, 1991, to establish a collaborative process that will provide a framework for the adoption of these policies; and WHEREAS, an agreement on the process and framework is to be completed October 1, 1991; and WHEREAS, Indian tribes may participate in and cooperate with the county -wide planning policy adoption process. NOW THEREFORE BE IT RESOLVED BY THE WHATCOM COUNTY COUNCIL: 1. A meeting is set for September 11, 1991, 6:30 p.m., at the County Council Chambers, 1000 North Forest Street to initiate the collaborative process that will provide the framework for the adoption of county -wide planning policies. 2. It is requested that representatives from the Cities of Bellingham, Blaine, Everson, Ferndale, Lynden, Nooksack, and Sumas attend the meeting. These representatives should include elected officials and staff. At least one representative from each city should attend the initial meeting to assure compliance with the requirements of the Growth Management Act. 3. The Lummi Nation and Nooksack Tribe are also invited and encouraged to participate at this first and any subsequent meetings regarding process and policy development. File Ref# GMA:91 Page 2 1 4. The Council of Government, if not otherwise represented through the above 2 groups, is also invited to participate. 3 5.
