Yes /_IN61W SUMMARY STATEMENT.• The determination of an accurate preliminary assessment roll is necessary for the public hearing notices, ad requires a complex matrix of detailed information on parcels of land in the Lake Samish Lake Management District. 1. The determination of an accurate list of parcels and appropriate rates and charges will take more time than has been allotted for in Resolution 91 -051. The public hearing date originally scheduled is amended to September 24, 1991. ORIGINATOR'S RECOMMENDED ACTION: Pass COMMITTEE ACTION (including dates): COUNCIL ACTION (including dates): 8/13/91: Council approved 7 -0 Related File Numbers: Ordinance or Resolution Number: _RES91 -062 - --I SPON, jRED BY: Consent PROPOSED BY: Executive INTRODUCTION DATE: August 13. 1991 RESOLUTION NO. 91 -062 2 A RESOLUTION REVISING RESOLUTION 91 -051 ESTABLISHING INTENT FOR 3 THE FORMATION OF A LAKE MANAGEMENT DISTRICT FOR THE LAKE 4 SAMISH AREA, AND SETTING A PUBLIC HEARING ON THE FORMATION OF 5 THE LAKE MANAGEMENT DISTRICT 6 WHEREAS, pursuant to RCW 36.61.040, there shall be a notice of the public 7 hearing mailed to all owners within the proposed lake management district; and, 8 WHEREAS, the notice shall set forth the estimated amount of the cost of the lake 9 improvement or maintenance activities to be borne by rates and charges on the lot, tract, 10 parcel of land, or other property owned by the owner or reputed owner; and, 11 WHEREAS, the rates and charges may be classified by any reasonable factor or 12 factors, including benefit, use, front footage, acreage, the extent of improvements on the 13 property, uses to which the property is put, service to be provided, and any other reasonable 14 factor or factors; and, 15 WHEREAS, the rates and charges classification factors determined to be fair and 16 reasonable are: acreage, zoning, development, lake front status, legal water rights and 17 proximate location of parcels in the Lake Management District; and, 3 WHEREAS, the determination of an accurate preliminary assessment roll is 19 necessary for the public hearing notices, and requires a complex matrix of detailed 20 information on parcels of land in the Lake Samish Lake Management District; and, 21 WHEREAS, the Lake Samish Watershed Planning Committee and the County 22 Administration are working together to complete the preliminary assessment roll; and, 23 WHEREAS, the determination of an accurate list of parcels and appropriate rates 24 and charges will take more time than has been allotted for in Resolution 91 -051. 25 NOW, THEREFORE, BE IT RESOLVED by the Whatcom County Council that 26 Resolution 91 -051 is amended to read: 27 The date of September- 1^��= September 24, 1991 at 7 :00 p.m., in the Whatcom 28 County Council Chambers be set for the hearing on Lake Samish proposed Lake 29 Management District No. 1.
