SUMMARYSTATEMENT.• Former White House Press Secretary Jim Brady, disabled in an assassination
attempt on President Reagan, is now vice- chairman of the National Organization on Disability. Brady is
asking that counties and cities nationwide urge participation in the "Calling on America" campaign, which
is aimed at furthering the goal of full and equal participation of citizens with disabilities in all aspects of
life. The campaign was licked off on July 26, the anniversary of the Americans with Disabilities Act of
1990. The Act was hailed as the Civil Rights bill for disabled persons.
Executive Shirley Van Zanten has said she would like to be a co- signer to this proclamation. Also
contacted to review the draft of this resolution were Kurt Dessauer, local representative of the National
Organization on Disabilities, and Carl Allen, director of the County's Developmental Disabilities
Department.

2 PROCLAIMING THE START OF THE "CALLING ON AMERICA'
3 CAMPAIGN OF THE NATIONAL ORGANIZATION ON DISABILITY
4 WHEREAS, the National Association of Counties is promoting participation in a
5 nationwide campaign called "Calling on America," headed by Jim Brady, vice- chairman of
6 the National Organization on Disability and former White House Press Secretary; and
7 WHEREAS, the campaign was kicked off on July 26, 1991, a date with special
8 meaning for all citizens with disabilities because it marks the first anniversary of the
9 Americans with Disabilities Act of 1990; and
10 WHEREAS, the purpose of the "Calling on America" campaign is to increase the
11 acceptance and participation of people with disabilities in the life of their communities; and
12 WHEREAS, Jim Brady has asked Whatcom County to join him in his nationwide
13 "Calling on America' campaign, which furthers the goal of full and equal participation of
1.4 citizens with disabilities in all aspects of life;
15 NOW, THEREFORE, BE IT RESOLVED that the Whatcom County Council and
16 the Whatcom County Executive hereby join with Jim Brady and the National Organization
17 on Disability in calling for the support and involvement of all our citizens in the nationwide
18 "Calling on America' campaign.
