SUMMARY STATEMENT.-
The resolution will allow the County Executive to be authorized to make .formal application
to I.A.C. for funding assistance.

5 A RESOLUTION AUTHORIZING APPLICATION FOR FUNDING
6 ASSISTANCE FOR AN OUTDOOR RECREATION PROJECT TO THE
7 WASHINGTON STATE INTERAGENCY COMMITTEE FOR OUTDOOR
8 RECREATION (I.A.C.) AS PROVIDED BY THE MARINE RECREATION
9 LAND ACT.
10 WHEREAS, Whatcom County Council has approved a "Comprehensive Park and
11 Recreation Open Space Plan" for Whatcom County, which identifies a saltwater shoreline access
12 as a high priority; and,
13 WHEREAS, under the provisions of the Marine Recreation Act, state and federal funding
14 assistance has been authorized and made available to aid in financing the cost of land for parks
15 and the construction of outdoor recreational facilities of local public bodies; and,
16 WHEREAS, Whatcom County considers it in the best public interest to acquire saltwater
17 shoreline property and access as a community park in the southern part of the County generally
18 located next to the Interurban Trail, commonly known as Teddy Bear Cove.
19 NOW, THEREFORE, BE IT RESOLVED, by the Whatcom County Council, Whatcom
20 County, Washington,
21 1. That the County Executive be authorized to make formal application to the I.A.C.
22 for funding assistance.
23 2. That any fund assistance so received be used in the acquisition of eleven (11)
24 acres of land in the southern part of Whatcom County, Washington, commonly
25 known as Teddy Bear Cove.
26 3. That the County's share of the project will be derived from local donation and
27 general funds.
28 4. Whatcom County does hereby certify that the County is responsible to support all
29 non -cash commitments to the local share should they not materialize.
30 5. That any property acquired with financial aid through the I.A.C. be placed in use
31 as an outdoor recreation facility and be retained in such use in perpetuity unless
32 as otherwise provided and agreed to by the County Council, the I.A.C., and any
33 affected federal agency, and
1 6. That this resolution become part of a formal application to the I.A.C.
2 7. That adequate notification has been given and opportunity provided for public
3 input and that published notices have identified affected flood plains and/or
4 wetlands, if applicable.
