RESOLUTION NO. 91-019
RESOLUTION OF WHATCOM COUNTY, WASHINGTON, AUTHORIZING
THE UNDERTAKING OF THE EXPANSION AND REMODELING OF THE
COUNTY COURTHOUSE FACILITIES AND PROVIDING
FOR THE METHOD OF FINANCING SUCH PROJECT.
WHEREAS, this Council has determined that the existing Courthouse and County Administration facilities
are inadequate to the needs of County staff and administration, including the needs of the court system; and
WHEREAS, the County has retained the services of a firm of architects who have provided the County with
preliminary plans and specifications for a Courthouse expansion and remodeling project; and
WHEREAS, preliminary estimates indicate that the total cost of such expansion and remodeling project
may be approximately 515;815,00Q and
WHEREAS, this council has been advised that current market rates are favorable for obtaining financing
for said project;
NOW, THEREFORE, BE IT RESOLVED BY THE WHATCOII COUNTY COUNCIL:
SECTION 1. Authorization of Project. The County Council hereby approves the preliminary plans and
specifications for the Courthouse expansion and remodeling project (the "Project ") prepared by the firm of KMD
Architects and Planners and on file in the offices of the Clerk of Council. On the basis of said preliminary
plans and specifications, the County Council hereby authorizes and requests the County Administration to proceed
with a call for bids for the undertaking and construction of the Project in accordance with said plans and
specifications. The total costs of the Project are hereby estimated to be approximately $ 15. 815 .0 0 0
Said costs shall be paid in part with available funds of the County and in part with the proceeds of the
financing hereinafter authorized.
SECTION 2. Authorization of Financing. For the purpose of providing funds to pay up to $
$10,750,000 of the costs of the Project, the County Council hereby authorizes the issuance of limited tax
general obligation bonds of the County in an amount of up to $ 10, 750,000 Said bonds shall
be dated, shall bear interest and shall mature over such term, not exceeding 20 years and shall be subject to
such covenants as shall be specified in the ordinance authorizing their approval. The bonds shall be payable
from general County funds and may include provisions for redemption of bonds in advance of Scheduled Maturity.
The County Administration is hereby authorized and requested to solicit professional assistance from its
financial advisor, underwriter and bond counsel to prepare the necessary documentation in connection with such
sale, including but not limited to a final approving ordinance, bond purchase agreement and official statement.
