1 RESOLUTION NO. 91 -015
2 SUPPORTING SENATE BILL 5411, MAKING CHANGES TO STATE
3 POLICIES REGARDING FLOODING AND FLOOD DAMAGE PREVENTION
4 WHEREAS, concern has been raised that the various flood protection activities
5 authorized by law are inadequate due in part to the lack of a coordinated state flood control
6 policy; and
7 WHEREAS, flood protection projects often require permits under statutes which do
8 not include flood control among their goals or considerations; and
9 WHEREAS, Senate Bill 5411 proposes to amend sections of the Flood Plain
10 Management Act, the Scenic Rivers Act, the Aquatic Lands Management Act, the
11 Shorelines Management Act, the Hydraulic Project Approval Act, and other sections of
12 State policy in order to simplify permitting processes; and
13 WHEREAS, Whatcom County citizens are among those who would benefit from the
14 simplification of these permit processes, in order to help with flood prevention;
15 NOW, THEREFORE, BE IT RESOLVED that the Whatcom County Council
16 supports SB 5411 and urges its passage by the State Legislature and signature by the
17 Governor; and

1 BE IT FURTHER RESOLVED that copies of this resolution be forwarded to the
2 Legislative delegation from the 40th and 42nd Districts, and to the Governor.
