ORIGINATOR'S RECOMMENDED ACTION.• Approval by County Council COMMITTEE ACTION (including dates): COUNCIL ACTION (including dates): 2- 12 -91: Council passed .7 -0 Related File Numbers: Ordinance or Resolution Number: IES91 -008 13 14 15 16 17 18 19 0 21 22 INTRODUCED BY County Executive PROPOSED BY County Executive DATE INTRODUCED 2/12/91 RESOLUTION NO. 91 -008 RESOLUTION IN THE MATTER OF RECOMMENDATIONS ON THE GOVERNOR'S ADVISORY COUNCIL ON INVESTMENT IN HUMAN CAPITAL REPORT "INVESTING IN WORKFORCE EDUCATION AND TRAINING" WHEREAS, at the request of Governor Booth Gardner, the 1990 Washington State Legislature passed Senate Bill 6411, which was signed into law by the Governor authorizing him to appoint an Advisory Council on Investment in Human Capital, and WHEREAS, the Advisory Council on Investment in Human Capital's primary mission is to make recommendations on changes necessary to improve state policies for workforce education and training, and WHEREAS, the Whatcom County Council has reviewed the report of the Advisory Council on Investment in Human Capital and feels that there are many positive aspects to the recommendations and, WHEREAS, the County Council is very pleased with the job that Bellingham Vocational Technical Institute is doing and its responsiveness to local business, labor and the economic development community, and WHEREAS, the County Council is particularly concerned about the recommendation designating the vocational technical institutes as technical colleges under the new state and local governance structures, NOW, THEREFORE, BE IT RESOLVED that the County Council of Whatcom County recommends to the Governor and the Advisory Council of Investment in Human Capital that any enabling legislation relating to governance should include language designed to preserve the unique nature of the vocational technical institutes as follows: Continue vocational technical institutes as post - secondary institutions, an extension of the K -12 school district structure. Service should be to a designated area, with a defined role and mission, using an occupational- specific method of instruction. 41 - Continue matching a strong advisory committee structure, composed of business 42 and labor representatives who have major responsibility for advising on '3 curriculum, equipment and facilities. 44 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 5 26 27 28 - Maintain a defined relevancy in education and training activities. - Recognize the vocational technical institutes as accredited post - secondary institutions, with degree granting authority including, but not limited to, training for the state - established professional certification and licensing standards. BE IT FURTHER RESOLVED that said resolution shall be made and entered upon the records and forwarded to the Governor of the State of Washington and the Governor's Advisory Council on Investment in Human Capital.
