Yes /—/ No /XV SUMMARY STATEMENT: In 1990 the Natural Heritage Task Force assessed community needs for land conservation and identified several initial land conservation opportunities. The Task Force results were published as the Whatcom County Natural Herftaae Plan. 'the Plan was endorsed by the Whatcom County Council in July 1991. Many of the initial land conservation opportunities identified in the Natural Heritage Plan are currently in private ownership. For the past year Whatcom County, the State Department of Natural Resources, and the Trillium Corporation have been conducting negotiations to Identify lands suitable for transfer to public ownership in order to meet some of the goals of the Natural Heritage Plan. These negotiations have been facilitated by the Whatcom County Land Trust. During the first week of December 1992 these negotiations were successfully concluded to exchange lands In the Lake Whatcom Watershed, on Chuckanut Mountain, and In other locations throughout the county. This resolution affirms the county's support of the proposed exchange to the Board of Natural Resources, the governing body empowered with approving state land exchanges. December 7. 1992 RESOLUTION NO. 92 -078 A RESOLUTION IN SUPPORT OF THE PROPOSED EXCHANGE OF FOREST LANDS IN WHATCOM COUNTY BETWEEN THE STATE OF WASHINGTON AND THE TRILLIUM CORPORATION (EXCHANGE NO. 460). WHEREAS, the Whatcom County Natural Heritage Plan was endorsed by the Whatcom County Council on July 2, 1991 (Resolution No. 91 -044); and WHEREAS, the Natural Heritage Task Force assessed the conservation desires of County citizens and identified initial land conservation opportunities, including lands in the Lake Whatcom Watershed and on Chuckanut Mountain; and WHEREAS, the Natural Heritage Task Force determined that public ownership of certain lands identified in the Natural Heritage Plan would be in the public interest; and WHEREAS, certain lands identified as initial conservation opportunities in the Natural Heritage Plan are currently in private ownership; and WHEREAS, The Whatcom County Council, The Bellingham City Council, and the Commissioners of Water District #10 have approved policy goals for the Lake Whatcom Watershed which encourage public ownership of forest lands in the Lake Whatcom Watershed; and WHEREAS, the exchange of certain lands between the Trillium Corporation and the State of Washington will meet the goals of the Natural Heritage plan and increase public ownership and control in the Lake Whatcom Watershed and on Chuckanut Mountain; and WHEREAS, Whatcom County, the Department of Natural Resources, the Trillium Corporation, and the Whatcom County Land Trust have successfully concluded negotiations for the exchange of certain lands in the Lake Whatcom Watershed and on Chuckanut Mountain. NOW THEREFORE BE IT RESOLVED BY THE WHATCOM COUNTY COUNCIL: 1. Whatcom County gives full support and approval to the proposed exchange of certain lands, including land in Lake Whatcom Watershed and on Chuckanut Mountain, between the State of Washington and the Trillium Corporation as depicted on the attached map, Exhibit "A ". 2. Whatcom County recommends the Board of Natural Resources approve the transfer of these lands between the State of Washington and the Trillium Corporation. Whatcom County reaffirms its intent to fully participate as a partner with the Department of Natural Resources in the development and implementation of the formal forest management plan for the Lake Whatcom Watershed as agreed in the Interagency Agreement between Whatcom County and the State of Washington on July 17, 1992.
