Water District No. 2 amended its comprehensive plan recently to describe some improvements it plans to make.
'T'hese improvements are to be funded by a $580,000 bond. State law indicates that the Water District needs
receive the Council's approval of the Comprehensive Plan change, in addition to the approval of the County
Engineer and Heath Department. The District plans to have these bonds sold by mid- December, so prompt
action by the Council is requested.

RESOLUTION NO. 92-076
APPROVING OF AN AMENDMENT BY WHATCOM COUNTY WATER
DISTRICT NO. 2 TO ITS COMPREHENSIVE PLAN
WHEREAS, Whatcom County Water District No. 2 (the "District") adopted
Resolution No. 92 -10 on September 10, 1992, amending the District's general comprehensive
plan of water supply (the "Comprehensive Plan Amendment "), and that Comprehensive Plan
Amendment described certain improvements planned by the District, including the
installation of a new pump station, and replacing and improving water mains to meet safe
drinking water, growth management and fire flow requirements; and
WHEREAS, RCW 57.16.010 requires that before,becoming effective, amendments
to a water district's comprehensive plan must be approved by the legislative authority of a
county; and
WHEREAS, the Whatcom County Council has reviewed the District's Resolution No.
92 -10, placed on file with the County Council, and has determined that the proposed District
improvements are consistent with County plans;
NOW THEREFORE BE IT RESOLVED by the Whatcom County Council that:
1. The amendment to Whatcom County Water District No. 2's Comprehensive Plan
described in Resolution No. 92 -10 of the District (attached hereto as "Exhibit A") is hereby
approved.

2 the effective date of this resolution and in conformance with its terms are ratified and
3 confirmed.

Water System Analysis report furnished by Wilson
Engineering, as an amendment to, alterations of, an addition
to, the general comprehensive plan of Whatcom County Water
District #2.
