INTRODUCTION DATE:
1 RESOLUTION NO. 31-11
2 SETTING FORTH BUDGET - RELATED RECOMMENDATIONS
3 AND /OR POLICY STATEMENTS TO COMPLEMENT
4 THE 1993 BUDGET ORDINANCE
5 WHEREAS, the Finance and Personnel Committee will deliver its findings and
6 recommendations for the 1993 budget to the Whatcom County Council on November 19,
7 1992, with a cover memo, detail changes, list of provisos, and other items to be attached
8 to the budget ordinance (as Exhibit B and Exhibit C) in order to clarify the wishes of the
9 Committee and of the Council; and
10 WHEREAS, in addition to those documents the Committee would like to set
11 forth some requests and policy statements that emerged as a result of this year's budget
12 deliberations, and is asking that the Council adopt these statements on November 24,
13 1992, when the budget ordinance is adopted;
14 NOW, THEREFORE, BE IT RESOLVED by the Whatcom County Council that
15 the following statements are adopted as the formal requests and policies of the Council:
16 A. The Council continues to be very interested in any efforts toward
17 centralization of the County financial and accounting systems, and requests the Financial
18 Management Committee to report on the status of implementation in January of 1993.
19 B. The Council requests the Administration to establish citizen -based meetings to
20 gather information and suggestions in relation to development of the addressing and grid
21 system.
22 C. The Council requests that the Administration work with the Council in
23 investigating options to deal with the effects of a referendum on the Critical Areas
24 Ordinance.
25 D. The Council encourages the Administration to develop a final memorandum
26 of understanding with water purveyors in regards to the Coordinated Water System
27 Supply Plan by the end of 1993.
28 E. The Council encourages the Administration to review zoning regulations in
29 the Lake Whatcom SubArea Plan.
30 F. The Council requests that the Administration and the Council seek to expand
31 communications and cooperation with the Lummi Nation and Nooksack Tribe so that
32 issues may be resolved faster and in a mutually supportive framework.
1 G. The Council requests the Administration to establish a list of citizen activist
2 groups or, communities of interest to be notified at the very beginning of a rezone
3 request affecting their area.
4 H. The Council requests the Administration to move forward on the
5 comprehensive space and facilities analysis recognizing changing operational needs. The
6 Council encourages the administration to plan for consolidation of what is now Planning,
7 Buildings and Codes, Engineering, etc. in a downtown location.
8 I. The Council recognizes its requirement for planning for the election of a
9 Charter Review Commission and should take steps to insure the vote takes place at the
10 November 1993 general election.
11 BE IT FINALLY RESOLVED that the Clerk of the Council shall distribute a copy
12 of this resolution to all departments of the County, upon its passage by the Council.
