YES NO Please explain below Budget line item number(s): --he Growth Management Act established a funding mechanism requiring regional strategies to achieve the goals mandated. July 1992 through July 1993 is the third year of the Whatcom County regional strategy. As in the past two years, the County acts as the fiscal agent for Growth Management and distributes funds to other jurisdictions. The regional strategy sets the scope of work to be accomplished with the funding distribution. Other jurisdictions within the County will be passing similar resolutions throughout the month of October. ORIGINATOR'S RECOMMENDED ACTION: The Director of Land Use and Economic Planning recommends the adoption of the resolution. COMMITTEE ACTION TAKEN. Ordinance or Resolution Number (this item only): R92 -066 gmastrategy.res 10/05/92 SPONSORED BY: Consent PROPOSED BY: Planning INTRODUCTION DATE: 10,113%92 1 RESOLUTION NO. 92 -066 2 A RESOLUTION AGREEING TO A REGIONAL STRATEGY FOR IMPLEMENTING 3 THE GROWTH MANAGEMENT ACT (ESHB 2929 AND SHB 1025) 4 WHEREAS, a Growth Management Act (ESHB 2929 and SHB 1025) was passed 5 by the 1990 and 1991 legislatures requiring specified planning activities for local 6 governments in selected counties and appropriating funds to help with the planning effort; 7 and 8 WHEREAS, the Department of Community Development originally allocated money 9 based on a population formula and reduced the 1991 -2 amount by 20% with the share 10 for the jurisdictions in Whatcom County amounting to $230,349 for the 1992 -3 fiscal year; 11 and 12 WHEREAS, this money is available and will be distributed on a quarterly basis 13 subject to at least 60 percent of the local governments representing at least 75 percent 4 of the total county population agreeing to a regional strategy; and 15 WHEREAS, representatives from the Cities, the Council of Government and the 16 County have been meeting to develop this strategy; and 17 WHEREAS,. a copy of the strategy is attached in the form of tasks and costs for 18 all the Cities and County; and 19 WHEREAS, the Department of Community Development desires that one entity act 20 as lead agency and that there be a single fiscal agent. 21 NOW, THEREFORE, BE IT RESOLVED by the Whatcom County Council that 22 1. Whatcom County approves the attached Regional Strategy and accepts the 23 funding formula as outlined in the summary table. Said attachment is incorporated 24 herein by this reference. 25 2. Whatcom County will act as lead agency and be the fiscal agent for receiving the 26 Growth Management funds from the Department of Community Development. Page 1 1 3. Whatcom County will enter into interlocal agreements with each of the eight cities 2 in the county to disperse the.funds in accordance with the attached summary of 3 tasks and costs. 4 4.
