AB 92-222 Ori inator- rs a:\wcciqaab 5/26/92 6/9/92 Council Finance /Council SUBJECT: A RESOLUTION AUTHORIZING THE EXECUTIVE TO EXECUTE AN INTERAGENCY AGREEMENT WITH THE DEPARTMENT OF NATURAL RESOURCES TO INITIATE FORMAL APPRAISAL PROCESS OF CERTAIN LANDS SUITABLE FOR EXCHANGE WITH TRILLIUM CORPORATION. Yes / / No /XX/ SUMMARY STATEMENT: The Natural Heritage Task Force assessed community needs for land conservation and identified several initial land conservation opportunities and published their findings as the Natural Heritage Plan. The Natural Heritage Plan was endorsed by the Whatcom County Council in July 1991. Many of the initial land conservation opportunities identified in the Natural Heritage Plan are currently in private ownership. For the past nine months, Whatcom County, the State Department of Natural Resources, and the Trillium Corporation have been conducting preliminary negotiations to identify lands suitable for transfer to public ownership in order to meet some of the goals of the Natural Heritage Plan. These negotiations have been facilitated by the Whatcom County Land Trust. This resolution authorizes the County Executive to execute an Interagency Agreement with the Department of Natural Resources to initiate a formal review and appraisal process on lands identified as potentially suitable for exchange with the Trillium Corporation. PLANNING DATE: May 14, 1992 RESOLUTION NO. 92 -042 A RESOLUTION AUTHORIZING THE EXECUTIVE TO EXECUTE AN INTERAGENCY AGREEMENT WITH THE DEPARTMENT OF NATURAL RESOURCES, PART OF WHICH IS TO INITIATE AN APPRAISAL OF CERTAIN LANDS IN WHATCOM COUNTY UNDER CONSIDERATION FOR EXCHANGE WITH THE TRILLIUM CORPORATION. WHEREAS, the Whatcom County Natural Heritage Plan was endorsed by the Whatcom County Council on July 2, 1991 (Resolution No. 91 -O44); and WHEREAS, the Natural Heritage Task Force assessed the conservation desires of County citizens and Identified initial land conservation opportunities; and WHEREAS, the Natural Heritage Task Force determined that public ownership of certain lands identified in the Natural Heritage Plan would be in the public interest; and WHEREAS, certain lands identified as initial conservation opportunities in the Natural Heritage Plan are currently in private ownership; and WHEREAS, Whatcom County, the Department of Natural Resources, the Trillium Corporation, and the Whatcom County Land Trust have been conducting preliminary negotiations to identify lands suitable for exchange to public ownership that will meet certain goals of the Natural Heritage Plan; and WHEREAS, the formal process to begin an appraisal of lands suitable for exchange requires an Interagency Agreement between the Department of Natural Resources and Whatcom County. NOW THEREFORE BE IT RESOLVED BY. THE WHATCOM COUNTY COUNCIL: 1. Whatcom County approves of the attached Interagency Agreement between the Department of Natural Resources and Whatcom County. Said attachment is incorporated herein by this reference. 2. Whatcom County agrees to reimburse the Department of Natural Resources as stated in the attached agreement. 3. Whatcom County agrees to fully participate as an equal partner with the Department of Natural Resources in the development and implementation of a formal forest management plan for the Lake Whatcom Watershed. 4. Whatcom County reserves the right to give final approval of this land exchange in a subsequent, separate action. Whatcom County also retains the right to terminate it's participation in this land exchange at any time should any further timber harvest occur on lands being considered for exchange in the Lake Whatcom Watershed following the date of this agreement. 5. The County Executive is hereby authorized to execute the attached Interagency Agreement with the Department of Natural Resources. PASSED this 9th day of June . 1992.
