(Y/N) Requested Date: Resolution revising Resolution 92 -015 establishing a Flood Control Zone Advisory Committee RECOMMENDED MOTION (for final action): COUNCIL ACTION TAKEN 5/12/1992: Approved unanimously with amendments Res. 1992 -029 'elated File Numbers: Ordinance or Resolution Number (this item only): R92 -029 1 INTRODUCED BY: Laidlaw 2 PROPOSED BY: Laidlaw 3 DATE: 4L28/92 4 A Resolution Oy the Board of Supervisors for the 5 County Flood Control Zone District 6 RESOLUTION NO. 92-029 7 A RESOLUTION REVISING RESOLUTION 92 -015 8 ESTABLISHING A FLOOD CONTROL ZONE ADVISORY COMMITTEE 9 WHEREAS, RCW 86.15.070 indicates that the Flood Control Zone Board of 10 Supervisors may appoint a county -wide advisory committee, to consist of no more than 11 fifteen (15) members; and, 12 WHEREAS, the attendance of appointed Flood Control Zone District advisory 13 committee members is a significant factor in achieving the duties and responsibilities 14 delegated to this committee; and, 15 WHEREAS scheduling meetings for fifteen advisory committee members is a difficult _6 task, not everyone may be accommodated, 17 NOW, THEREFORE, BE IT RESOLVED by the Whatcom County Flood Control 18 Zone District Board that Resolution 92 -015 is amended to read: 19 3. Membership. The Advisory Committee will consist of 15 members, as follows: 20 a. Two members representing special districts such as drainage and dildng, to be 21 appointed by the Board; 22 b. Two members representing cities impacted by flooding, to be appointed by the 23 Board, which will take into consideration the recommendation of the Whatcom County 24 Council of Governments; 25 C. Two Sae members representing the Indian Tribes, to be appointed by the 26 Board, which will take into consideration the recommendations of the Nooksack and Lummi 27 Tribal Councils; 28 d. And the last nine tea to represent a diversity of geographic areas within Whatcom 29 County, those nine tea to be appointed by the Flood Control Zone District Board. 30 4. Term of Office. 31 a. The term of office for the nine tea members representing geographic areas 32 within Whatcom County shall be for four years, except that three of the members appointed 33 to the initial board shall serve for two years and three members appointed to the initial 4128192 Flood Control Advisory Committee, Page 1 1 board shall be for three years. 2 b. The members appointed to represent special districts and the Indian Tribes shall 3 each serve for a one -year term. These representatives may serve consecutive terms. City 4 representatives shall serve for a one-year term. These representatives may serve consecutive 5 terms. 6 C. No member should serve more than two consecutive terms. 7 8. Vacancies 8 a. An Advisory Committee " membership shall become vacant on the death. 9 resignation, or recall of the member: as a result of a member's absence from two (2) 10 consecutive regular meetings of the Advisory Committee without being excused by the 11 Committee: or for any reason a person is unable to fulfill the duties and responsibilities 12 associated with being a Committee member. 13 b Vacancies shall be filled by the Engineering Division from an alternate list of 14 members as established by the Board of Supervisors.
