SUMMARY STATEMENT.-
The Council, acting as the Lake Management District No. 1 governing body has been requested by
landowners in the District to create a Lake Management District No. 1 Advisory Committee. The
committee will work directly with the County Engineering Division in an advisory capacity. The primary
responsibility of the committee will be to review the operations and management of projects funded by
the District.
Because the Advisory Committee will be working directly with the County Engineering Division the nature
of the committee will be primarily administrative and appointments will be made by the County Executive.
According to Randy Watts, Civil Deputy Prosecutor, the appointments do not need confirmation by the
LMD No. 1 governing body.
ORIGINATOR'S RECOMMENDED ACTION.•
The Council should convene a meeting of the Lake Management District No. 1 governing body and adopt
the attached resolution.

RESOLUTION NO. 92-o2
ESTABLISHING A LAKE MANAGEMENT DISTRICT NO. 1
ADVISORY COMMITTEE
WHEREAS, the creation of an Advisory Committee for the Lake Management
District No. 1 would bring together the various agencies and citizen representatives who
could advise the County Administration in its implementation of the programs and
projects necessary to satisfy the aims of the District; and
WHEREAS, the County Administration supports the creation of such an advisory
committee, provided that it work in cooperation with the County's Engineering Division.
NOW, THEREFORE, BE IT RESOLVED that the following guidelines shall
apply:
1. Creation of Lake Management District No. 1 Citizen's Advisory Committee.
There is established a Whatcom County Lake Management District No. 1 Advisory
Committee.
2. Duties of the Lake Management District No. 1 Advisory Committee. The
Advisory Committee is charged with the following duties and responsibilities:
a. To be an integral part of the operations and management of Lake
Management District No. 1; to review the County plan for the
retention dam facility and the Friday Creek stream enhancement,
and make recommendations in coordination with the County
Engineering Division to the District Board for'its implementation;
b. Discuss and recommend budget appropriations;
C. Review other Lake Management District No. 1 matters as assigned
by the County Engineering Division; and,
d. Act as liaison between the District and the public; and, as necessary,
to have public meetings.
3. Membership. The Advisory Committee will consist of 5 members, as follows:
a. Members of the committee will be geographically representative of
Lake Management District No. 1 and own land within the

boundaries of the District.
b. All members of the advisory committee shall be appointed by the
Whatcom County Executive.
4. Term of Office. The term of office for the five members representing geo-
graphic areas within Lake Samish Lake Management District No. 1 shall be for three
years.
5. Public meetings -- Ouorum. The Lake Samish Lake Management District No. 1
Advisory Committee shall meet once a month or as its members and -the County
Engineering Division shall determine, and shall designate a regular time and place for
such meetings. The committee shall adopt rules and regulations for the conduct of
business, and shall keep a written record of its proceedings, which record shall be public.
Three members shall constitute a quorum. Meetings of the Advisory Committee shall be
subject to the Open Meetings Act, RCW 42.30 et seq.
6. Committee Staffing. The County Engineering division will provide staffing for
the Advisory Committee.
6. Election of Officers. Immediately after appointment, the members of the
Advisory Committee shall meet and elect a chairperson, vice- chairperson, and secretary,
and such other officers as may be necessary, for a period of one year or until such date
as may be determined for annual elections.
