SUMMARYSTATEMENT.• The Council, acting as the Flood Control Zone District Board of Supervisors,
expressed a wish to create a Flood Control Zone Advisory Committee. Please see the text of the
resolution for information on the structure and purpose of the committee.
This item was at first introduced as a Council ordinance on Dec. 17; however, the staff since discovered
that the committee should be created by the Flood Control Zone District Board of Supervisors, and as
such it should be in the form of a resolution.
ORIGINATOR'S RECOMMENDED ACTION.•
The Clerk of the Council recommends that the Council convene a meeting of the Board of
Supervisors for the County -Wide Flood Control Zone District, and that the Board adopt the attached
resolution.

2 County Flood Control Zone District
3 RESOLUTION NO. 92 -015
4 ESTABLISHING A FLOOD CONTROL ZONE ADVISORY COMMITTEE
5 WHEREAS, RCW 86.15.070 indicates that the Flood Control Zone Board of
6 Supervisors may appoint a county -wide advisory committee, to consist of no more than
7 15 members; and
8 WHEREAS, the creation of an Advisory Committee to the Flood Control Zone
9 District Governing Board would bring together the= various agencies and citizen represen-
10 tatives who could advise the Board in its, implementation of the programs and projects
11 necessary to satisfy the aims of the Flood Control Zone District; and
12 WHEREAS, the Whatcom County Administration supports the creation of such
13 an advisory committee, provided that it work in cooperation with the Administrator of
14 the County's Flood Control Section of the Engineering `Division; and
15 NOW, THEREFORE, BE IT RESOLVED that ' the following guidelines shall
16 apply:
17 1. Creation of Flood Control Advisory Committee. The Whatcom County Flood
18 Control Zone District Board hereby creates a Flood Control Advisory Committee
19 composed of fifteen members. The Advisory Committee shall meet once monthly or as
20 its members and the Administrator of the County's Flood Control Section shall deter -
21 mine.
22 2. Duties of the Flood Control Advisory Committee. The Advisory Committee is
23 charged with the following duties and responsibilities:
24 a. To be an integral part of operations and management of the Flood
25 Control Zone District; to review the County comprehensive plan for flood control as it is
26 implemented each year, and make recommendations in coordination with the Adminis-
27 trator of the County's Flood Control Section to the Board for its implementation;
28 b. Discuss and recommend budget appropriations;
29 c. Review other flood control matters as assigned by the Board;
30 d. Act as liaison between the Board and the public; and, as necessary, to
31 have hearings on behalf of the Board. ; j
32 3. Membership. The Advisory Committee'will consist of 15 members, as
33 follows:
34 a. Two members representing special districts such as drainage and diking,
35 to be appointed by the Board;
36 b. Two members representing cities impacted by flooding, to be appointed
37 by the Board, which will take into consideration the recommendation of the Whatcom

1 1 County Council of Governments;
2 c. One me: --r representing the Indian Tribes, t e appointed by the
3 Board, which will take into consideration the recommendations of the Nooksack and
4 Lummi Tribal Councils;
5 d. And the last ten to represent a diversity of geographic areas within
6 Whatcom County, those ten to be appointed by the Flood Control Zone District Board.
7 4. Term of Office.
8 a. The term of office for the ten members representing geographic areas
9 within Whatcom County shall be for four years, except that-three of the members
10 appointed to the initial board shall serve for two years and three members appointed to
11 the initial board shall be for three years.
12 b. The members appointed to represent special districts and the Indian
13 Tribes shall each serve for a one -year term. These representatives may serve consecutive
14 terms.
15 c. City representatives shall serve for a one-year term. These representa-
16 fives may serve consecutive terms.
17 5. Quorum. A majority of the members of the Advisory Committee shall
18 constitute a quorum for the transaction of business.
19 6. Staff. The staff will be provided by the Engineering Division.
20 7. Bylaws and Election of Officers. At the initial meeting, or as soon thereafter as
21 practical, the Advisory Committee will meet and elect officers, adopt bylaws and such
22 rules and regulations or procedure as are 'necessary for the conduct of their business;
23 provided that such bylaws, rules, regulations or procedures must be confirmed by the
'4 Flood Control Zone District Board. Meetings of the Advisory Committee shall be subject
25 to the Open Meetings Act, RCW 42.30 et' seq.
