Resolution urging consolidation of unprotected County areas into fire districts

SUMMARY STATEMENT. The Planning and Development Committee decided at its 1/28 meeting that
imposition of a full -blown moratorium (as proposed by the ordinance attached to AB91 -200A) would be
too harsh. Instead, they favored passing a resolution which would give citizens, land owners, and fire
districts an opportunity to cooperate in having unprotected areas consolidated into fire districts. An April
22 deadline is proposed, at which time the Council may decide to enact the building moratorium if the
voluntary consolidation did not happen.
ORIGINATOR'S RECOMMENDED ACTION.•
Planning and Development Committee recommends approval of the resolution, and that consideration of
AB91 -200A be postponed until April 22.

A RESOLUTION NO. 92 -011
2 URGING CONSOLIDATION OF UNPROTECTED COUNTY
3 AREAS INTO FIRE DISTRICTS
4 WHEREAS, the chiefs of the several fire districts operating within Whatcom
5 County have indicated that there are several locations within unincorporated areas of the
6 County that are not covered by fire protection, and;
7 WHEREAS, the various fire districts within the County are not able to provide
8 services to persons and property lying outside the boundaries of their respective districts,
9 and;
10 WHEREAS, there is serious threat to persons and property within those areas not
11 covered by a fire district and the Council has been requested to enact a moratorium on
12 building permits within those unprotected areas;
13 NOW, THEREFORE, BE IT RESOLVED by the Whatcom County Council that
14 the citizens, land owners, and fire districts within Whatcom County are hereby urged to
15 take those steps necessary to show that unprotected areas within the County will be
16 consolidated into fire districts, and that evidence of such consolidation efforts be
7 presented to the Council by April 22, 1992 at which time the Council will further
18 consider the establishment of a building moratorium on unprotected areas.
