9/28 the Council stated its intent (by motion) to amend Resolution 93 -033 ( "Warner moved to have the
following language be the County's policy: 'Whatcom County will seek review of all annexation requests to the
Boundary Review Board prior to the adoption of interim urban growth areas, and the establishment of interlocal
agreement between the County and the Cities as agreed upon in the county -wide planning policies, except minor
sewer and water extensions and except as specifically requested by the Planning Department for annexation
proposals. "'
Since a resolution may only be amended by passage of another resolution, the proposed resolution on
file with this agenda bill must be adopted by the Council to confirm its intent to change the policy on
annexations.

1 RESOLUTION NO. 93 -062
2 REVISING RESOLUTION 93 -033, THE COUNCIL'S
3 POLICY ON ANNEXATION REQUESTS
4 WHEREAS, the Council's Planning and Development Committee received a request
5 from citizens to make the language of Resolution 93 -033 a little more clear and direct in
6 terms of Council's intent; and
7 WHEREAS, the Council, by motion at its September 28, 1993 meeting, unanimously
8 voted to amend Resolution 93 -033;
9 NOW, THEREFORE, BE IT RESOLVED by the Whatcom County Council that
10 Resolution 93 -033 is amended to read as indicated herein:
11 " ... the Whatcom County Council requests the administration to incorporate
12 mandates of the Growth Management Act including but not limited to protection of
3 natural resource areas and critical areas, designation of urban growth boundaries,
i4 and review of fiscal impacts in its review of annexations to determine if they should
15 be before the Boundary Review Board.
