V� ,ccom County: The Next Generations Visioning Committee has met six times since the end of April and
has developed the attached Public Participation Program and Timeline. The program includes a work
schedule and identifies suggested times for public participation meetings and surveys. It is proposed to be
a two- phased process with the first phase intended to identify community values and define quality of life in
Whatcom County. During the second phase, public opinions about proposed vision and land use scenarios
will be collected.
The public portion of the program will be kicked -off in August at the Northwest Washington Fair where a
Visioning booth will be maintained. The fair will be followed -up by a series of town hall meetings, a telephone
and mail survey, and presentations at community and group meetings. A second round of meetings will be
held in November.
The Washington State Department of Community Development recommends that public participation
programs, developed to comply with the Growth Management Act, be adopted by local, elected officials.
ORIGINATOR'S RECOMMENDED ACTION., The Director of Land Use and Economic Planning recommends
adoption of the draft resolution.

1 RESOLUTION NO. 93 -044
2 A RESOLUTION ADOPTING PUBLIC PARTICIPATION PROCESS FOR VISIONING IN
3 ACCORDANCE WITH RCW 36.70A.140
4 WHEREAS, one of the goals of the Growth Management Act is to encourage
5 involvement of citizens in the. planning process; and
6 WHEREAS, Chapter 365 -195 of the Washington Administrative Code requires each
7 County, planning under the Growth Management Act, to establish procedures for early
8 and continuous public participation providing for a broad dissemination of proposals and
9 alternatives, opportunity for written comments, public meetings after effective notice,
10 provision for open discussion, communication programs, information services and
11 consideration of response to public comments; and
12 WHEREAS, the County Executive has appointed a Visioning Steering Committee
13 for Whatcom County and said Committee has recommended a public participation
14 program to meet the requirements of the Growth Management Act; and
i WHEREAS, the Whatcom County Planning Commission held a public meeting on
6 June 23 and unanimously recommended to the Council approval of the timeline for public
17 participation for the visioning process.
18 NOW, THEREFORE, BE IT RESOLVED by the Whatcom County Council that
