Yes /_ f No/ SUMMARY STATEMENT: This Resolution is to surplus a portion of Euclid Park Property (North Lake Whatcom) and sell this park property to the City of Bellingham for $275,000 with the conditions that the use of the land must be limited to a park, open space or watershed reserve in perpetuity. Proceeds from the purchase will be used to purchase the County's share of the Chuckanut Mountain acquisition. RECOMMENDED ACTION.• Recommend passage. Res 93- 037 1 INTRODUCED BY: Consent 2 PROPOSED BY: Executive 3 DATE INTRODUCED: 6/22/93 4 RESOLUTION NO. 93 -037 5 RESOLUTION IN THE MATTER OF SETTING A DATE FOR PUBLIC 6 HEARING FOR DECLARING CERTAIN COUNTY -OWNED PROPERTY 7 SURPLUS PROPERTY PURSUANT TO RCW 36.34.020 8 WHEREAS, the County -owned property described herein, located in the City of 9 Bellingham, County of Whatcom, State of Washington, known as a portion of Euclid Park 10 Property (North Lake Whatcom), more particularly described as follows: 11 Parcel A: 380327 - 323063 12 All of Government Lot 2, Section 27, Township 38 North, Range 3 East of W.M., 13 EXCEPT the east 968.5 feet thereof; ALSO Beginning at a point 968.5 feet west 14 of the initial point fixes and described as follows: 15 A stake set in the ground at the intersection of the east line of the southwest 16 quarter of the southeast quarter of the aforesaid Section 27, and the north line of �7 Geneva Road No. 131, Whatcom County, Washington; thence north following the 18 west line of the Long Tract to the south line of said Government Lot 2; thence 19 west along the south line of Lot 2; 352.5 feet, more or less, to a stake at the 20 southwest corner of said Lot 2; thence south along the center line of the aforesaid 21 Section 27, to the south quarter corner thereof; EXCEPT a 30 foot strip to the 22 County off a portion of this line as part of Larson Road; thence east along the 23 south line of said Section to intersect the west line of the aforesaid Geneva Road; 24 thence northeasterly along the northwesterly line of said road to a point directly 25 east of the point of beginning; thence west 400 feet, more or less, to the point of 26 beginning. 27 Parcel E: 380334 - 312536 28 All that portion of the northwest quarter of the northeast quarter of Section 34, 29 Township 38 North, Range 3 East of W.M., which lies north and west of the 30 County Road known as the Geneva Road, EXCEPT that part conveyed to 31 Whatcom County by deed recorded in Volume 87 of deeds, page 544, records of 32 Whatcom County, Washington. 33 Parcel I: 380327 - 347143 34 Beginning at a point 968.5 feet west and 365 feet north of the intersection of the 35 east line of the southwest quarter of the southeast quarter of Section 27, Township 36 38 North, Range 3 East of W.M., and the north line of Geneva Road, being 1 County Road No. 131; and running thence north 51 -1/20 east 164 feet to a point; 2 thence north 24 -1/2° east 153 -1/2 feet to a point; thence north 19° west to the 3 Government meander line; thence along said Government meander line 4 southwesterly to a point due north of the point of beginning of this description; 5 thence south to the point of beginning. 6 Beginning at a point 776.5 feet west of the initial point fixed and described as 7 follows: 8 A stake in the ground at the intersection of the east line of the southwest quarter 9 of the southeast quarter of Section 27, Township 38 North, Range 3 east of W.M., 10 and the north line of Geneva Road, being County Road No. 131; thence west 192 11 feet to the east line of the land owned by Valentine V. Lowe; thence north along 12 said Valentine V. Lowe's east line 365 feet, more or less, to the shore of Lake 13 Whatcom, at low water mark; thence easterly following the meanderings of the 14 said shore line of said lake to a point on Lake Whatcom, marked by a post and 15 445 feet due north of the place of beginning; thence south 445 feet, more or less, 16 to place of beginning. 17 Lots 15 and 16, Block 9, Lake Whatcom Shorelands, as shown upon the official 18 map of said shoreland, on file in the office of the Commissioner of Public Lands 19 at Olympia, Washington. 20 is now and has been property of Whatcom County; and 21 WHEREAS, the County Executive has determined that it is in the best interest of the 22 County and the people thereof to sell a portion of said park property; 23 NOW, THEREFORE, BE IT RESOLVED by the Council of Whatcom County, 24 Washington, that a public hearing on the matter of declaring said portions of Euclid Park 25 Property (North Lake Whatcom) be held on the 13th day of July , 1993 , 26 at 7:30 p.m. or as soon thereafter as it is possible, in the Whatcom County Council Chambers, 27 Whatcom County Courthouse Annex, 1000 N.
