YES NO Please explain below Budget line item number(s): ; Increasingly the small cities of Whatcom County are receiving requests to have land annexed in to their city ' ;.ts. For example, the City of Lynden has four annexation" proposals in the works (one has received 1,= climinary approval, two are before Lynden's Planning Commission, and one has been tabled), while Everson's City Council has one proposal before it, two proposals in the planning stages, and rumors of others to come. It is difficult to plan the Urban Growth Boundaries for these cities effectively when their boundaries are being adjusted, so it is recommended that the Council ask the Boundary Review Board to review each request for annexation until the Urban Growth Boundaries are in place. When a city sends notice of its intent to annex property into the city limits, the Boundary Review Board notifies local agencies and citizens, and gives them 45 days to request that the Boundary Review Board review the proposal. If no one requests a review State law says that the annexation is automatically approved. If someone does request a review the Boundary Review Board has a public hearing and can either modify, approve or disapprove of the request for annexation. Related File Numbers: Ordinance or Resolution Number (this item only): R93 -033 annexcom ms 5/25/93 SPONSORED BY: Warner SUBSTITUTE PROPOSED BY: Warner (from P &D Committee 5/25) INTRODUCTION DATE: 5125/93 1 RESOLUTION NO. 93 -033 2 STATING THE WHATCOM COUNTY COUNCIL'S INTENT TO SEEK 3 REVIEW OF ALL ANNEXATION REQUESTS 4 WHEREAS, the cities of Whatcom County are receiving petitions to have 5 unincorporated property annexed into the city limits, even as the cities and Whatcom County 6 are working together to define urban growth boundaries; and 7 WHEREAS, it is difficult to plan effectively when cities are in the process of 8 adjusting their borders to accommodate these requests; 9 WHEREAS, once a city approves of a petition for annexation, it is sent to the 10 Boundary Review Board which notifies other agencies of the notice of intent to annex the 11 property; and 12 WHEREAS, if a period of 45 days elapses without the Boundary Review Board being 13 asked to review the proposed annexation, it is deemed approved; and 14 WHEREAS, Chapter 36.93.100 (2) of the Revised Code of Washington provides that the County may file a request that the Boundary Review Board thoroughly review the 16 proposed annexation; 17 18 19 20 21 22 23 24 NOW, THEREFORE, BE IT RESOLVED that the Whatcom County Council-MR 25 APPROVED this 25th day of May 1993. 26 WHATCOM COUNTY COUNCIL 27 ATTEST: WHATCOM COUNTY, WASHINGTON 28 29 Ramona Reeves, Council Clerk Marge laidlaw, Chair 30 APPROVED as to forme 32 Civil Deputy Pros.
