and coordination among the various justice agencies in the county by maximizing resources,
reducing duplication of services, and sharing resources. The formalization of this group
,.nder RCW 72.09.300 would also make the group eligible for State money.

RESOLUTION NO. 93 -015
ESTABLISHING A LAW AND JUSTICE COUNCIL TO BE KNOWN AS THE
WHATCOM COUNTY LAW AND JUSTICE COUNCIL
WHEREAS, the Whatcom County Council finds that the County would benefit from enhanced
planning and coordination among the various justice agencies in the county by maximizing resources,
reducing duplication of services, and sharing resources; and
WHEREAS, the County law and justice departments have been meeting on an informal basis since
January 15, 1991 for coordination of services, maximizing resources, and reduce duplication; and
WHEREAS, RCW 72.09.300 provides a mechanism for such planning and coordination;
NOW, THEREFORE, BE IT RESOLVED by the Whatcom County Council establishing the Whatcom
County Law and Justice Council.
1. The Whatcom County Law and Justice Council is created pursuant to RCW 72.09.300. For
purposes of this Council, the appointment process and term limitation as set forth in Section 3.23 of
the Whatcom County Charter shall not apply.
2. The purpose of the Law and Justice Council is to provide a forum where the agencies providing
justice services in Whatcom County can plan and coordinate activities and resource allocation toward
the goals of maximization of local resources, reduction of duplication of services, and sharing of law
and justice resources between the State of Washington and local governments in Whatcom County.
3. The Law and Justice Council shall consist of the following designated officials;

Police Chief of the City of Bellingham

C.
Representative of the Municipal Police Departments within the County
•
D.
Whatcom County Prosecuting Attorney
E.
Whatcom County Public Defender Director
•
F.
Representative of Municipal Prosecutors within the County

Representative of the Municipal Legislative Authorities within the County

I.
Whatcom County Superior Court Administrator /Clerk
*
J.
Whatcom County District Court Administrator
*
K.
Representative of the Municipal Courts within the County

4. The Law and Justice Council shall develop a Law and Justice Plan for Whatcom County in accord
with the requirements of RCW 72.09.300. The general intent of the plan shall include seeking means
to maximize local resources, reduce duplication of services, and share resources between Whatcom
County's local governments and Washington State government.
5. Upon completion of the plan, the Law and Justice Council shall transmit it to the County Executive
and the County Council. Upon approval by the County Council, the plan shall be the Law and Justice
Plan for Whatcom County.
6. The Law and Justice Council shall review the Plan annually and recommend such changes as it
finds appropriate to the County Executive and County Council. Upon approval by the County Council,
the changes will become part of the plan.
7. The Law and Justice Council may also advise the County Council and County Executive and make
such recommendations as it deems appropriate on matters relating to law and justice in Whatcom
County.
