YES NO Please explain below Budget line item number(s): , A Senate panel is considering a bill that says once humane societies and animal control shelters have decided to euthanize the animals they must wait an additional day to allow researchers or pet stores to pick up the anted pet. Backers of the bill say it would benefit humanity by making research animals more readily, and cneaply available and would be an answer to the current black market where family pets are nabbed and sold. Opponents say most humane societies have bylaws that forbid them from selling or giving animals away to researchers. Animal shelters would lose the trust of the public if people thought their dogs and cats would end up as part of a biomedical experiment. Related File Numbers: Ordvuolce or Resolution Number (this item only): R93 -014 oPSB5832.303 03 /09 /93 SPONSORED BY: Consent PROPOSED BY: Warner INTRODUCTION DATE: 3 -9 -93 RESOLUTION NO. 93 -014 2 OPPOSING WASHINGTON STATE SENATE BILL 5832 3 RELATING TO THE DISPOSITION OF ANIMALS 4 WHEREAS, the Whatcom County Humane Society has, over a period of many years, 5 worked to develop public trust, promote the passage of local animal - control laws to license 6 and restrain at -large dogs, educate the public on responsible pet ownership, and promote 7 pet adoption from the animal control shelter; 8 WHEREAS, the success of local animal control activity depends in part upon public 9 trust that unadopted animals will be humanely euthanized; - 10 WHEREAS, the perception that unadopted animals may be sold for biomedical 11 research would tend to discourage the public from turning unwanted and homeless animals 12 over to animal shelters, leaving the animals to run uncontrolled or remain as unwanted pets, and thus exacerbate the problems of at -large and abused animals in Whatcom County; 14 NOW, THEREFORE, BE IT RESOLVED by the Whatcom County Council that 15 respectfully opposes Washington State Senate Bill 5832, "An Act Relating to the Disposition 16 of Animals." 17 APPROVED this 9th day of March , 1993. 18 WHATCOM COUNTY COUNCIL 19 ATTEST: WHATCOM COUNTY, WASHINGTON 21 Bar ara Maher, Acting erl; Marge 'dlaw, Council Chair
