SensorLhik Corporation is a small electronic firm located in the IJR -4 zone in Acme. The firm would like to

.xcd zone. Only the rezone is likely to meet the full desires of the applicant. Nevertheless, a text Amendment
was chosen us the fastest item to process. 'Phis is now in line behind a number of rezones and may not be addressed
until late 1995. The emergency measure will increase its priority but has no impact on its likelihood of Approval.
ORIGINATOR'S RECOMMENDED ACTION: The Director of Planning and ]Development Services recommends
Council pass the proposed resolution which will give the SensorLink Application priority based on an emergency
need.

RESOLUTION NO. 94 -053
A RESOLUTION DECLARING TEXT AMENDMENT 19 -94:ZT AS AN EMERGENCY
MEASURE FOR ECONOMIC REASONS
WHEREAS, SensorLink Corporation has applied for a text amendment which would
allow expansion of their industrial operation in Acme; and
WHEREAS, Council by resolution 90=58 has created a batching system for receiving
rezones and text amendments in anticipation of the GMA provisions that allow the plan
changes only once a year; and
WHEREAS, this batching system allows text amendments and rezones that do not
require plan changes to occur twice yearly; and
WHEREAS, the application was received prior to July 31, 1994 which would
normally allow review in a Fall 1994 batch; and
. WHEREAS, because of the back load of requests for the Spring batch it may be late
1995 before their application can be reviewed; and
WHEREAS, the request if approved would allow expansion of a business that might
otherwise have to relocate; and
WHEREAS, industrial expansion in the eastern part of the County is a priority
particularly in the Mt. Baker School District which needs a stronger tax base; and
WHEREAS, resolution 90 -58 allows Council to modify the schedule for projects of
an emergency nature;
NOW, THEREFORE, BE IT RESOLVED by the Whatcom County Council that:
Section 1. -rhe SensorLink Corporation application has the potential for immediate
economic benefit to the County and loss of the company at its present location could be
detrimental;
Section 2. This application, file number 19- 94:ZT, should be given priority for review.
Section 3. Priority status for review is not an assumption of approval; the application will
be weighted on its merits.
