NO YES Requested date: Island County Commissioners are asking the Skagit County Commissioners, the San Juan County Commissioners and the Whatcom County Council to join them in opposing the designation of Northern Puget Sound as an Estuary of National Significance and also opposing .the establishment of a National Marine Sanctuary in Northern Puget Sound. If the Council passes this resolution Council Members will be asked to sign the multi jurisdictional resolution attached as Exhibit A and return it to Island County. National Marine Sanctuary Resolution, 9127194 Page 2 BEFORE THE BOARD OF COUNTY COMMISSIONERS /COUNTY COUNCIL OF CLALLAM, ISLAND, JEFFERSON, SAN JUAN, SKAGIT & WHATCOM COUNTIES IN THE MATTER OF THE PROPOSED ) NATIONAL MARINE SANCTUARY FOR ) RESOLUTION NO. NORTHERN PUGET SOUND ) WHEREAS, Congress has provided that Northern Puget Sound will be considered for National Marine Sanctuary status; and WHEREAS, the Department of Commerce, through the National Oceanographic and Atmospheric Administration (NOAA) and in cooperation with the State of Washington -is considering both the scope and the advisability of establishing said Marine Sanctuary; and WHEREAS, certain counties may be included wholly or in part in said sanctuary; and WHEREAS, affected counties have an obligation to provide reasoned input to proposals that may affect the citizens of those counties; and WHEREAS, the National Marine Sanctuary proposal has the potential to affect both the operations of the counties and the lives of their citizens; and WHEREAS, the United States Environmental Protection Agency (USEPA) has designated Puget Sound as an Estuary of National Significance and has adopted the Puget Sound Plan as the management plan for that estuary; NOW, THEREFORE, BE IT HEREBY RESOLVED that the legislative authorities of the-following counties: CLALLAM, ISLAND, JEFFERSON, SAN JUAN, SKAGIT & WHATCOM do go on record as opposing the dual federal designation of Northern Puget Sound as both an Estuary of National Significance and as a National Marine Sanctuary; and BE IT FURTHER RESOLVED THAT: Notwithstanding the preceding resolve, counties should be fully included in any planning and decision making that may result in the designation of a National Marine.Sanctuary and in any planning and implementation of any regulations that may be created as an outcome of such designation; and BE IT FURTHER RESOLVED THAT: Clallam, Jefferson, San Juan, Skagit & Sept. 20, 1994 Whatcom Counties - Nat1l Marine Sanctuary Page -2- If you would provide us with an original of your adopted resolution, we will combine them, furnish you with a copy of the completed document, and forward an original to Terry Husseman. While each elected official present expressed reservations about or opposition to the formation of the Sanctuary, it was apparent that the process will move forward. While we feel it very important for local government to be a significant player in the process, we do not want the decision makers to lose sight of the fact that we view it as an unneces- sary redundancy. We anticipate that Ecology will convene a "Focus Group" of county and city officials and will pursue the tasks outlined on the attached "Draft Local Government Involvement Strategy ". For your information, a copy of the Memorandum of Agreement between the State of Washington and the National Oceanic and Atmospheric-Administration signed July 15, 1994 is also attached. The Island County Board of Commissioners intends to adopt the attached resolution at an early public hearing. We belive it important for each of the affected counties to do likewise. This will provide important documentation to be included in any package created by Ecology for the use of the Governor. Proposed National Marine Resolution No. Sanctuary for Puget Sound Page -2- Any Department of Commerce /NOAA program that might emanate from a National Marine Sanctuary designation should be limited to the implementation of the Puget Sound Plan; and It is requested that the Washington State Association of Counties adopt a similar resolution in support of the Counties potentially affected by a National Marine Sanctuary..
